SAN JOAQUIN Environmental Health Department COUNTY— Small Quantity Hazardous Waste Generator Program Inspection Report Facility Name: Facility Address: Date: 88 MARKET& GRILL 121850 E LIBERTY RD, CLEMENTS I May 7, 2026 4 22 CCR 12 66262.16(b)(7)(C) 3020001-Employees thoroughly familiar with all waste handling and emergency procedures OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that employees who handle hazardous waste were properly trained. -Staff on site stated they have had previous hazardous waste pickups but did not know who picked it up or how it had been picked up without a facility EPA ID number. Staff were also unfamiliar with hazardous waste management requirements including labeling and accumulation times. REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and emergencies. CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San Joaquin County Environmental Health Department (EHD)for employees whose responsibilities include hazardous waste. This is a Repeat(Class 2)Violation. 8 22 CCR 12 66262.40(a) 3010010-Signed copy of Uniform Hazardous Waste Manifest kept for 3 years OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three years during the inspection. Staff on site stated they have had previous hazardous waste pickups but did not know who picked it up or how it had been picked up without a facility EPA ID number. REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. CORRECTIVE ACTION: Provide a copy of disposal records for the past three years, 5/7/23 through 5/7/26, for all hazardous waste including petroleum contaminated liquids (waste fuel) and petroleum contaminated solids (waste generated from cleanups, used fuel filters, hoses, nozzles, etc.). Provide these records and a corrective action statement to the EHD within 30 days. REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Provide a copy of disposal records for the past three years, 5/7/23 through 5/7/26, for all hazardous waste.
