SAN JOAQUIN Environmental Health Department <br /> COUNTY— <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> 88 MARKET& GRILL 121850 E LIBERTY RD, CLEMENTS I May 7, 2026 <br /> 4 22 CCR 12 66262.16(b)(7)(C) 3020001-Employees thoroughly familiar with all waste handling and emergency <br /> procedures <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that employees <br /> who handle hazardous waste were properly trained. <br /> -Staff on site stated they have had previous hazardous waste pickups but did not know who picked it up or how it had <br /> been picked up without a facility EPA ID number. Staff were also unfamiliar with hazardous waste management <br /> requirements including labeling and accumulation times. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San Joaquin <br /> County Environmental Health Department (EHD)for employees whose responsibilities include hazardous waste. <br /> This is a Repeat(Class 2)Violation. <br /> 8 22 CCR 12 66262.40(a) 3010010-Signed copy of Uniform Hazardous Waste Manifest kept for 3 years <br /> OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three years <br /> during the inspection. Staff on site stated they have had previous hazardous waste pickups but did not know who picked <br /> it up or how it had been picked up without a facility EPA ID number. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with <br /> section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which <br /> received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was <br /> accepted by the initial transporter. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years, 5/7/23 through 5/7/26, for all <br /> hazardous waste including petroleum contaminated liquids (waste fuel) and petroleum contaminated solids (waste <br /> generated from cleanups, used fuel filters, hoses, nozzles, etc.). Provide these records and a corrective action statement <br /> to the EHD within 30 days. <br /> This is a (Class 2)Violation. <br /> 10 HSC 6.5 25160.2 3010013-All consolidated manifest requirements are met <br /> OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three years <br /> during the inspection. Staff on site stated they have had previous hazardous waste pickups but did not know who picked <br /> it up or how it had been picked up without a facility EPA ID number. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This <br /> period of retention is extended automatically during the course of any unresolved enforcement action regarding the <br /> regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years, 5/7/23 through 5/7/26, for all <br /> hazardous waste.
