Provide a corrective action statement and a copy of the disposal records to <br /> the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a (Class 2)Violation. <br /> 25 22 CCR 12 66262.16(b)(4)(A), 66262.17(a)(5)(A) 3030007-Labeled all containers or portable tanks containing hazardous <br /> waste <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers were: <br /> -One 55-gallon drum containing used fuel filters, absorbent pads and oily liquid had no label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br /> "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition (contents), <br /> accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective action <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD)within 30 <br /> days. <br /> This is a (Minor)Violation. <br /> 40 22 CCR 16 66266.130; HSC 6.5 25250.22 3030004-Properly manages used oil filters and fuel filters <br /> OBSERVATION: Used fuel filters out of compliance with the storage rules were observed on-site. The following used <br /> metal fuel filter were on-site: <br /> -One 55-gallon drum containing multiple used fuel filters was observed with no label or accumulation start date. <br /> -The fuel filters observed in the 55-gallon drum were not drained of all free-flowing liquid. Oily liquid was also observed in <br /> the drum with the filters. <br /> -Staff on site stated they have had previous hazardous waste pickups, including used fuel filters, but did not know who <br /> picked it up or how it had been picked up without a facility EPA ID number. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health & Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Immediately drain all metal oil and fuel filters of free-flowing liquid, store them in closed, <br /> rainproof containers. Label the container with the words "used fuel filters". Mark the container with an accumulation start <br /> date. Dispose of all used filters stored on-site greater than one year or with no accumulation start date. Used filters not <br /> stored, handled and disposed of according to this section are regulated as hazardous waste.
