Geosyntec" <br /> May 5,2026 <br /> consultants <br /> Ms.Natalia Subbotnikova,REHS <br /> Program Coordinator <br /> San Joaquin County Environmental Health Department <br /> 186�E.Hazelton Ave <br /> Stockton, CA 95205 <br /> (209)468-0338 <br /> Subject: DPT Investigation and SVE Well Installation Work Plan <br /> Forward Landfill <br /> 9999 S.Austin Rd.,Manteca,California <br /> Dea Ms. Subbotnikova, <br /> Geosyntec Consultants Inc (Geosyntec) has prepared this 2026 Direct Push Technology (DPT) <br /> Investigation and Soil Vapor Extraction (SVE) Well Work Plan (Work Plan) to support the <br /> Installation Landfill Gas Collection and Control System (GCCS)Improvements and expansion at <br /> the Forward Landfill in Manteca, California(the Site). Installation of the SVE well(SVE-11)was <br /> included in a previous iteration of GCCS Improvements but will now be implemented separately <br /> under this Work Plan. <br /> PROJECT BACKGROUND <br /> Forward Landfill is an active municipal solid waste(MSW)landfill located in Manteca,California. <br /> They Landfill started receiving waste in 1973 and has approximately 31 million metric tons of waste <br /> in place as of 2025. The existing GCCS includes vertical and horizontal wells and two flares to <br /> control landfill gas(LFG)emissions and migration. The site also sends a portion of its LFG to the <br /> Ameresco Landfill Gas to Energy(LFGTE) Plant to generate electricity. <br /> Forward operates the LFG system in accordance with Title V operating permit issued by the San <br /> Joaquin Valley Air Pollution Control District. The site complies with New Source Performance <br /> Standards (NSPS) operational, monitoring, and reporting requirements. Prior to the <br /> commencement of field activities,Geosyntec will obtain a boring and well installation permit from <br /> San Joaquin County and notify Underground Service Alert (USA). A private utility location <br /> contractor will be used to evaluate presence of private utilities and infrastructure in the area. <br /> DPT INVESTIGATION <br /> Prior to installation of SVE-11, advancement of five DPT borings (each 2-inch diameter) to a <br /> maximum depth of 40 feet below ground surface (ft bgs) are proposed to evaluate potential <br /> subsurface pathways through which landfill gas(primarily methane)has been reported at perimeter <br /> gas probe GP-10. Soil will be continuously logged by Geosyntec field staff under the direction of <br /> a licensed Professional Geologist and the data collected will be used to confirm the proposed SVE- <br />
