been reported for the site, the risk of a release increases over time as these systems age. Based on the <br /> age of the USTs (over 30 years), the proximity up-gradient, and the planned redevelopment of the <br /> subject property, this adjoining fueling station is considered a REC. <br /> Based on available information from the State Water Resources Control Board (SWRCB) GeoTracker <br /> database for the Leaking Underground Storage Tank (LUST) Cleanup Site (facility identification number <br /> T0607700597) located 0.5 mile to the south-southwest of the subject property, the first groundwater <br /> bearing zone is anticipated to be encountered between 10 and 12 feet below ground surface (bgs) with a <br /> flow direction to the west.The subsurface is expected to consist of sand, silt, and/or clay to at least 20 feet <br /> bgs. <br /> Objective <br /> The objectives of the project will be to evaluate the potential impact of petroleum hydrocarbons and/or <br /> volatile organic compounds (VOCs) to soil gas, soil, and/or groundwater as a consequence of a release or <br /> releases from the adjoining gasoline station as well as document subsurface conditions and potential risks <br /> for the future construction of a car wash facility. <br /> Partner will conduct a Geotechnical and Phase II Subsurface Investigation. The investigation scope will <br /> include the advancement of six geotechnical borings, four environmental borings, and five soil gas to <br /> facilitate the collection and analysis of soil gas, soil, and/or groundwater samples. Additionally, two <br /> percolation borings will be advanced to conduct infiltration testing. Refer to the attached proposed sample <br /> location map for boring locations. <br /> Scope <br /> Sampling procedures will generally conform to the requirements of the San Joaquin County Environmental <br /> Health Department (SJCEHD), the SWRCB, the Department of Toxic Substances Control (DTSC), and the <br /> United States Environmental Protection Agency (EPA). A state-certified laboratory will analyze the samples <br /> and the project will be performed under the responsible charge of a qualified Partner representative. <br /> Laboratory results will be compared with the San Francisco Bay San Francisco Bay Regional Water Quality <br /> Control Board (RWQCB) Environmental Screening Levels (ESLs). <br /> Partner will perform the following tasks for the Geotechnical and Phase II Subsurface Investigation: <br /> • Prepare a site-specific health and safety plan; <br /> • Notify Underground Service Alert (USA) a minimum of two business days prior to drilling activities to <br /> clear public utilities; <br /> • Secure the necessary drilling permit from the SJCEHD. Permit acquisition will involve submitting a <br /> completed application and site plan to the SJCEHD for review and approval and remitting the necessary <br /> fees.The turnaround time of the SJCEHD to issue the permit is expected to be no more than two weeks; <br /> • Notify the applicable regulatory agencies a minimum of 48 hours prior to drilling/backfilling activities; <br /> • Clear the boreholes of utility lines through a geophysical survey. Boring placement will be modified as <br /> necessary based on the geophysical survey results to avoid damaging underground features. <br /> Additionally, to the extent practical based on subsurface lithology, clear boring location using hand <br /> tools; <br /> Page 2 PARTNER <br />
