Department of Toxic Substances Control <br /> Site Investigation <br /> Environmental investigations of Area 47 were conducted from 1995 through 2020. Contaminants <br /> detected include metals (primarily arsenic), polynuclear aromatic hydrocarbons (PAHs), and <br /> organochlorine pesticides. The contaminants in soil and sediment were determined to pose a risk to <br /> humans and wildlife and require remediation. <br /> Proposed Cleanup Alternative <br /> The draft RAP considered five remedial alternatives and compared the alternatives to nine criteria. <br /> The proposed remedy for soil and sediment is to excavate and consolidate the material under a <br /> cover. Approximately 57,000 cubic yards of material with the highest concentrations will be excavated <br /> and consolidated under the planned Warehouse and Distribution Facility (Project Sierra). The <br /> proposed remedy would be implemented along with planned Project Sierra. The remaining materials <br /> will be placed under a concrete or asphalt cover or clean soil. The remedy will be implemented in two <br /> remediation phases. Remediation Phase 1 will begin in 2023 and completed in 2025. Remediation <br /> Phase 2 will start between 2025 and 2027 and be completed within two years. <br /> California Environmental Quality Act (CEQA) <br /> The Port of Stockton is the Lead Agency for the proposed development project. The Port of Stockton <br /> held a public comment period in January 2022 through February 2022 and a virtual public meeting on <br /> February 1, 2022, on the Development Warehousing and Distribution Facility Project Environmental <br /> Impact Report (EIR) (More information can be found at https://www.portofstockton.com/cega- <br /> documents/). DTSC will depend on the EIR to comply with CEQA if the alternative chosen after the <br /> draft RAP was reviewed by the public is not materially different from that suggested in the draft RAP. <br /> The EIR will be located on EnviroStor database for review. As the Lead Agency for the corrective <br /> action and a Responsible Agency under CEQA, DTSC will file a Notice of Determination with the <br /> State Clearinghouse if the RAP is authorized. <br /> Next Steps <br /> DTSC will review and consider all public comments before making a final decision on the draft RAP. At <br /> the end of the public comment period, DTSC will evaluate all comments received to determine if the <br /> draft RAP should be rejected, revised, or finalized.
