Mr. Jason Cashman <br /> October 27, 2023 <br /> Page 2 of 4 <br /> The military used the RRI after World War I, and the navy transferred the RRI to the <br /> Port in 2000 — 2011 . The Port received Site 47 in 2003. Site 47 is in an industrial area <br /> within the southern portion of RRI. Site 47 contains a former model airplane landing <br /> strip and skeet / trap shooting range. Most of Site 47 is unpaved. Investigation <br /> conducted between 1995 — 2020 found metals (primarily arsenic), polycyclic aromatic <br /> hydrocarbons and organochlorine pesticides in the soil and sediment. <br /> The RAP was prepared to select a remedy for soil and sediment within Site 47 and <br /> adjacent areas on RRI. The remedy would be implemented to support redevelopment <br /> of Site 47 for commercial/industrial use. The RAP proposed five remedial alternatives: <br /> 1) No Action, 2) Existing Durable Cover, Fence, and Institutional Controls (IC), <br /> 3) Existing Durable Cover, Fence, and IC, 4) Excavation (2 feet) with Off-Site Disposal, <br /> Cover, and IC, and 5) Expanded Excavation, Consolidation, Cover, and IC). The five <br /> remedial alternatives were evaluated and then compared with the nine federal criteria <br /> from Environmental Protection Agency guidance to ensure compliance with the nine <br /> federal criteria. <br /> The RAP recommends Alternative 5 (Expanded Excavation with On-Site Consolidation, <br /> Existing Durable Cover, Expanded New Durable Cover, and IC). Alternative 5 is the <br /> most effective and viable alternative because it will support a proposed development <br /> (called Project Sierra) with near-term economic benefits to the region. Alternative 5 <br /> involves installing a durable cover that is integrated with the Project Sierra development, <br /> maintaining the cover over time, and establishing ICs to restrict future land use. This will <br /> be completed in two phases. <br /> During Phase 1, 57,000 cubic yards of contaminated soil will be excavated and <br /> consolidated under a new proposed future warehouse. The warehouse will be two feet <br /> above the surface to accommodate the consolidated soil. The remaining areas will be <br /> covered with either asphalt or concrete. Unpaved areas will be covered with a <br /> demarcation layer and two feet of clean soil. The existing and new covers will be <br /> inspected and maintained, and future land use and activities will be restricted through a <br /> land use covenant. <br />
