1. INTRODUCTION This Remedial Action Plan for Soil Site 47(Site 47 RAP)was prepared to select a remedy for soil, and sediment within Site 47 and adjacent areas. Site 47 is located on Rough and Ready Island (RRI) and is owned and operated by the Port of Stockton (Port). The administrative address associated with Port operations on RRI is 2201 West Washington Street, Stockton, California(Figure 1). 1.1 Purpose of the RAP This Site 47 RAP was prepared to select a remedy for hazardous substances present in soil and sediment at Site 47 and adjacent areas. The remedy would be implemented to support redevelopment of Site 47 for commercial/industrial use. This Site 47 RAP summarizes information presented in the Remedial Investigation/Focused Feasibility Study for Soil, Site 47(Site 47 RUFFS) (Geosyntec Consultants, Inc. [Geosyntec], 2022), including the nature and extent of contamination, potential risks to humans and wildlife, and the remedial alternatives to address the potential risks. In addition, this Site 47 RAP identifies a recommended remedial alternative, explains the basis for its selection as the remedy, and describes the conceptual plan for site remediation. The remedy proposed in this Site 47 RAP addresses contaminants in soil and sediment, and does not address groundwater at Site 47. The Site 47 RI/FFS briefly summarized the nature and extent of groundwater contamination, but did not evaluate remedial alternatives for groundwater. In 2016, the California Department of Toxic Substances Control (DTSC) and the Central Valley Regional Water Quality Control Board(CVRWQCB) concurred that arsenic concentrations in RRI groundwater, including at Site 47, reflected background conditions. The Port is planning to conduct an additional groundwater investigation at Site 47, and an island-wide assessment of background concentrations of additional metals in groundwater. Site 47 groundwater conditions will be evaluated once these investigations are completed. Additional information is provided in Section 2.3. The proposed remedy is based on information in the Administrative Record for Site 47. The Administrative Record List identifies the documents that were relied on or considered when proposing the remedy and is provided in Appendix B. 1.2 Regulatory Framework The United States Department of Defense (DOD)began conducting environmental investigations of RRI in 1984. DTSC and CVRWQCB began providing oversight of the United States Department of the Navy (Navy)'s cleanup activities shortly thereafter. DOD transferred ownership of RRI to the Port through the United States Department of Transportation Maritime Administration(MARAD) in 2000, 2002, 2003, and 2011. The property transferred in 2003 and 2011 was contaminated and required investigation and cleanup for which the Port took responsibility. The Port, DTSC, and the CVRWQCB entered into consent agreements (a 2003 Consent Agreement and a 2009 Consent Agreement)to provide for DTSC and the CVRWQCB to provide regulatory oversight of the cleanup.
