5. PRELIMINARY REMEDIAL DESIGN FOR SELECTED REMEDY This section presents a preliminary remedial design for the various phases of the selected remedy. In accordance with DTSC RAP guidance, the following sections describe methods that will be employed during the remedial action to ensure the health and safety of workers and the public. The selected remedy would be implemented in two phases. The initial phase would focus on the Project Sierra development area, and the second phase would address the remaining areas requiring remediation. Additional information will be presented in the RDIP for each phase; these two plans will be completed later. 5.1 Plans and Permits The RDIPs will present the design of the selected remedy, including details on excavation, handling and on-site transport, placement and consolidation of excavated soil, dewatering (if needed), stockpile management, calculation packages, drawings, technical specifications, and the supplemental plans that are required to implement the remedy. The supplemental plans include, but are not limited to, the following: • Health and Safety Plan—Addresses potential hazards associated with the remedy implementation. • Construction Quality Assurance (CQA) Plan—Presents the CQA program for the oversight of installation methods and provisions for the protection of remedy components during installation. The CQA program provides assurance that system components are installed in accordance with drawings and specifications. • Operation and Maintenance Plan(OMP)—Discusses the monitoring and maintenance procedures and checklists for the implemented remedy(see Section 7 for further information). • Stormwater Pollution Prevention Plan (SWPPP)—The SWPPP addresses the management and sampling of stormwater, which may occur during remedy implementation activities. BMPs that should be considered and implemented during work activities will be designed by a qualified stormwater professional for inclusion in the SWPPP. • Community Air Monitoring/Dust Control Plan—Addresses dust control and perimeter air monitoring requirements during work activities. The Port or the Project Sierra developer will obtain permits as required to comply with federal, state, and local regulations. Consultation is currently underway with the following government agencies to obtain the required permits or approvals: • San Joaquin Council of Governments—Incidental Take Minimization Measures that comply with the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan; Site 47 RAP for Soil 18 October 2023
