• San Joaquin County Environmental Health Department—Permits to destroy existing groundwater monitoring wells and install new monitoring wells within Project Sierra development area. • CVRWQCB—SWPPP to comply with the Construction General Permit Order No. 2009-0009-DWQ; • San Joaquin Valley Air Pollution Control District (SJVAPCD)—Dust Control Plan that complies with SJVAPCD Regulation VIII—Fugitive PM10 Prohibitions; and • City of Stockton—Building permit that complies with the City of Stockton Municipal Code. Appendix F further describes the environmental management measures consistent with the Port's California Environmental Quality Act(CEQA) document, TC NO. CAL. Development Warehousing and Distribution Facility Project Environmental Impact Report. The RDIP for the second remediation phase (outside the Project Sierra development)will include a soil sampling plan to verify the extent of arsenic in shallow soil (0 to 2 feet bgs) within the paved warehouse area west of Site 47. This paved area is currently included within the remedial boundary based on the assumed presence of arsenic exceeding the remediation goal; however, as shown in Figure 6b, existing soil data is limited to unpaved areas bounding the paved warehouse area. The sampling plan will define objectives to determine if the RAOs can be achieved solely by the land use and activity restrictions set forth in the LUC, or if repair, inspections, and maintenance of the existing covers is also required. Upon DTSC and CVRWQCB approval, the remedy will be implemented in accordance with the RDIPs and in compliance with all required permits. The remedial action contractor will be licensed by the State of California to conduct hazardous waste removal and will use qualified, Hazardous Waste Operations (HAZWOPER)12-trained workers. 5.2 Utility Clearance Prior to ground disturbing activities, Underground Service Alert (USA) will be contacted at least 48 hours in advance to identify the location of utilities that enter the property. All proposed excavation areas will be clearly marked with white paint or surveyors flagging, as required by USA. USA will contact all utility owners of record within the Site 47 vicinity and notify them of the intent to excavate. All utility owners will be expected to clearly mark the position of their utilities on the ground surface throughout the designated areas. In addition, a private utility locator will conduct a field survey to identify subsurface utilities in the excavation areas. 5.3 Site Preparation Prior to construction, appropriate engineering controls (e.g., fencing and signs)would be implemented to restrict access of unauthorized personnel to the work area.
