be conducted to identify existing features that would need to be preserved during construction, <br /> such as electrical utility poles, and to identify the initial limits of the excavation areas. <br /> Existing features requiring demolition prior to cover construction (e.g., structures associated with <br /> former model airplane landing strip and skeet/trap shooting range)would be removed using <br /> standard earthmoving equipment(e.g., excavators, front end loaders, and dump trucks). Trees <br /> and surface vegetation would be removed, as needed,prior to mass grading. <br /> 5.4 Excavation and Consolidation Methods <br /> Mass grading will be conducted to accommodate the Project Sierra development area, including <br /> creation of new drainage channels and stormwater detention ponds). Soil from the mass grading <br /> will be consolidated within the new Warehouse and Outdoor Storage Area(Figure 15). <br /> Limited grading will be conducted outside of the Project Sierra development area, so that the <br /> new covers in these areas will tie into the existing pavement and structures. Soil from the limited <br /> grading will be consolidated within the same general vicinity. <br /> Soil will be excavated, transported, and consolidated on site using standard earthmoving <br /> equipment (e.g., excavators,bulldozers, front end loaders, dump trucks, and compactors). <br /> Manual excavation methods will be used, where needed, to protect existing features (e.g., <br /> electrical utility poles). Consolidated soil will be compacted to provide a stable foundation for <br /> the overlying covers described in Section 4.5. <br /> 5.5 Cover Construction Methods <br /> Following consolidation of the excavated soil from grading, covers will be constructed as <br /> described in Section 4.5. Clean soil will be transported and placed using standard earthmoving <br /> equipment (e.g., excavators,bulldozers, front end loaders, dump trucks, and compactors). <br /> Finished surfaces (e.g., reinforced concrete and asphalt-concrete)will be manufactured and <br /> installed in accordance with industry standards (e.g., ASTM International). <br /> The cover designs will be detailed in an RDIPs. The RDIPs will provide specifications detailing <br /> technical requirements for the cover construction. The RDIPs will also identify the planned <br /> vegetation in limited landscape areas, and describe how the soil cover's integrity will be <br /> maintained in these areas. Additionally, the RDIPs will include a CQA Plan detailing the planned <br /> oversight to ensure that the cover is constructed in accordance with the drawings and <br /> specifications. <br /> 5.6 Dust Control Measures <br /> During earthmoving activities, depending on soil conditions, there is the potential to generate <br /> airborne dust. Dust control measures will comply with the SJVAPCD requirements to protect on- <br /> site and off-site receptors from fugitive dust. <br /> Dust suppression will be performed by lightly spraying or misting the work zones (such as the <br /> excavations, soil handling areas, and haul roads) with water.
