10. PUBLIC PARTICIPATION <br /> The public participation requirements for the RAP process include the following: 1)preparation <br /> of a mailing list of interested parties and adjacent property owners; 2)preparing a Public <br /> Participation Plan; 3)preparation and submittal of a fact sheet to those persons on a mailing list <br /> of interested parties and adjacent property owners; 4)publishing a notice of the availability of <br /> the draft RAP for public review and comment; 5) making the draft RAP and other supporting <br /> documents available at DTSC's office and in the local information repositories; and 6) <br /> responding to public comments received on the draft RAP. <br /> To develop a mailing list of interested parties, properties within the vicinity of the project area <br /> were mapped, and individual parcels and corresponding property owners were identified that <br /> were adjacent to or directly across the water from Site 47. In addition, state and local agencies <br /> affected by the project are identified in the mailing list of interested parties. A Public <br /> Participation Plan has been prepared that contains the site-specific community-involved <br /> strategies between DTSC and the public. A fact sheet and public notice were issued announcing <br /> a 30-day review period and public virtual meeting for the draft RAP. The public notice was <br /> published in the Stockton Record and the Latino Times, and on the DTSC and CVRWQCB <br /> websites. The fact sheet was sent out to the mailing list and to local and affected agencies. <br /> Copies of the RAP and select supporting documents were made available on DTSC's EnviroStor <br /> website and the CVRWQCB's GeoTracker website. The draft RAP and the entire Administrative <br /> Record were available in public repositories for public review and comment. <br /> A minimum 30-day public comment period was held. During the 30-day public comment period, <br /> a public virtual meeting was held to discuss and receive comments. A taped or written transcript <br /> of the comments received during the meeting is made available. <br /> Public comments were not received. Therefore, the final RAP does not include a response to <br /> public comments. DTSC prepared a responsiveness summary (Appendix A) which describes <br /> their activities to solicit public comments for this Site 47 RAP. <br /> Site 47 RAP for Soil 29 October 2023 <br />
