The specific conditions where cold stress is a concern
are described below. Cold injuries are classified as either localized, as in frostbite,
or generalized, as in hypothermia.
In general, the main source of compliance requirements can be found in the
Federal OSHA standards found at 29 CFR 1910 (Occupational Safety and Health
Standards) and 1926 (Safety and Health Standards for Construction). However, in
some cases there are state or local regulations or client specifications that are
more stringent than the Federal OSHA standards. Kleinfelder will adhere to the
most stringent of the applicable requirements.
5-09.2 Goals and Objectives
Site personnel will be instructed in the identification of a cold stress victim, the first-
aid treatment procedures for the victim and the prevention of cold stress
casualties. Where applicable, cold stress should be addressed in the JLA for the
project.
5-09.3 References
The following references were utilized in the development of this program
• OSHA 29 CFR 1910.132 (General requirements for Personal Protective
Equipment)
• American Conference of Governmental Industrial Hygienists (ACGIH) Threshold
Limit Values 2004 edition
5-09.4 Responsibilities
Kleinfelder will provide its employees with all necessary knowledge and training to
complete their job tasks successfully
5-09.4.1 Responsibility of VP of Health and Safety
• Keeping up with knowledge about heat stress and maintaining an awareness of
current regulatory requirements and good practices.
• Evaluating hazards.
Copyright 2019 Kleinfelder, Inc.
