This means that Safety is a shared value that <br /> informs each employee's daily decisions and priorities. Kleinfelder's policy, <br /> therefore, is to provide a safe work environment by promoting a culture of safety <br /> that supports each employee in making decisions that result in safe work activities <br /> and environments- in the office, laboratory, and field. This includes employees' <br /> responsibility and authority to stop work and immediately report questionable or <br /> unsafe conditions and/or work practices to their supervisor. If a job cannot be <br /> completed safely, employees must not proceed until the questionable or unsafe <br /> issue is resolved. <br /> • All employees have the responsibility and authority to stop work when a <br /> perceived unsafe condition or behavior exists, so that the unsafe conditions or <br /> behaviors can be eliminated or mitigated. <br /> • Senior management is committed to a safety culture that promotes Stop Work <br /> Authority (SWA) and supports the use of stop work interventions initiated in <br /> good faith without potential for retribution, even if the stop work intervention is <br /> deemed unnecessary. Supervisors and managers will honor SWA requests, <br /> participate in the issuance of Stop Work Orders, and assist in eliminating or <br /> mitigating the unsafe conditions or behaviors before resuming operations. <br /> • The Health & Safety team will provide required training on this policy and the <br /> Stop Work Order process, and they will support and monitor SWA Policy <br /> effectiveness and compliance. <br /> • Employees and subcontractors will initiate their SWA when unsafe conditions or <br /> behaviors are identified, and they will support SWA initiated by others. <br /> Recognizing that many unsafe conditions or behaviors can be mitigated through <br /> simple, real-time, personal interventions (for example, reminding a co-worker to <br /> stop and don a hardhat before continuing to work), Kleinfelder's formal SWA <br /> program, described in Kleinfelder Quality Procedure KQP-3.4, Stop Work Order, is <br /> intended to address conditions that would cause, or likely contribute to, significant <br /> losses, as defined in Section 6.1 of KQP-3.4 and included here for clarity: <br /> 2-08.1 Causal and Contribution Factors of a Stop Work <br /> Condition <br /> A stop work condition exists when continuing work would cause, or likely <br /> contribute, to one or more of the following: <br /> • Irreparable compromise to the quality of scientific investigation results <br /> • Continued use of an item that does not function as intended <br /> • Continued use of a suspect or counterfeit item <br /> Copyright 2021 Kleinfelder, Inc.
