SANTA FE ROAD, RIVERBANK, SAN JOAQUIN COUNTY, CASE# 390609 Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff reviewed the Work Plan for Destruction of Soil Vapor Extraction and Sparge Wells (Work Plan) dated 19 December 2018, submitted on your behalf by Condor Earth Technologies Inc. (Condor) for the Ranch Market unauthorized petroleum release at 23569 S. Santa Fe Road in Riverbank (Site). In the Work Plan, Condor proposes to dest oy the following 31 remaining remedial wells. However, Condor did not include proposals for downgradient assessment in the Work Plan, stating that ample evidence exists that a UST was present downgradient, and that investigation of this UST is not your responsibility. In the Work Plan, Condor indicates that Geocon Consultants Inc. (Geocon) had performed a membrane interface probe boring assessment of soil and groundwater between the Site source area and MW-7, and downgradient of MW-7 in August 2008, but that Geocon never submitted the resultant report. Upon request, Geocon personnel provided Central Valley Water Board staff with a copy of their 5 January 2009 Hydropunch/Membrane Interface Probe Site Characterization report. A copy of this report has been uploaded to the GeoTracker database. The residual petroleum hydrocarbons in soil and groundwater at the Site do not appear to warrant additional remediation and Central Valley Water Board staff concurs with the proposed soil vapor extraction and air sparge well destructions.
