SANTA FE ROAD, RIVERBANK, SAN <br /> JOAQUIN COUNTY, CASE# 390609 <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br /> reviewed the Work Plan for Destruction of Soil Vapor Extraction and Sparge Wells (Work Plan) <br /> dated 19 December 2018, submitted on your behalf by Condor Earth Technologies Inc. <br /> (Condor) for the Ranch Market unauthorized petroleum release at 23569 S. However, Condor did not include proposals for downgradient <br /> assessment in the Work Plan, stating that ample evidence exists that a UST was present <br /> downgradient, and that investigation of this UST is not your responsibility. <br /> In the Work Plan, Condor indicates that Geocon Consultants Inc. (Geocon) had performed a <br /> membrane interface probe boring assessment of soil and groundwater between the Site source <br /> area and MW-7, and downgradient of MW-7 in August 2008, but that Geocon never submitted <br /> the resultant report. Upon request, Geocon personnel provided Central Valley Water Board <br /> staff with a copy of their 5 January 2009 Hydropunch/Membrane Interface Probe Site <br /> Characterization report. A copy of this report has been uploaded to the GeoTracker database. <br /> The residual petroleum hydrocarbons in soil and groundwater at the Site do not appear to <br /> warrant additional remediation and Central Valley Water Board staff concurs with the proposed <br /> soil vapor extraction and air sparge well destructions.
