Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />July 21, 2026 <br />Facility Address: <br />9099 N MARINERS DR, STOCKTONJOHN C KELLEY RANCHES <br />Facility Name: <br />Environmental Health Department <br />23 22 CCR 12 66262.16(b)(1), 66262.16(b)(8), 66262.16(c), 66262.16(g)(2); HSC 6.5 25123.3(h)(1) 3030010-SQG <br />disposed of hazardous waste within 180 days of accumulation start date (90 days for AHW) <br />OBSERVATION: Owner/Operator is a small quantity generator and failed to send hazardous waste offsite for treatment, <br />storage, or disposal within 180 days (or 270 days if waste is transported over 200 miles), or total amount of accumulated <br />hazardous waste exceeded 6,000 kg and has stored hazardous waste over 90 days, or failed to send acute hazardous <br />waste offsite within 90 days of accumulating 1 kg. <br />- Poly container, approximately 150-gallons of used oil contained in a poly container was observed on site. Per facility, it <br />has been on site maybe 1 year. <br />66262.16.(b) Accumulation. The generator accumulates hazardous waste onsite for no <br />more than 180 days, unless in compliance with the conditions for exemption for longer accumulation in subsections (d) <br />and (e) of this section. <br />CORRECTIVE ACTION: Dispose of hazardous waste that has been stored over the applicable time limit and provide <br />documentation that the violation has been corrected. <br />This is a (Class 2) Violation. <br />25 22 CCR 12 66262.16(b)(4)(A), 66262.17(a)(5)(A) 3030007-Labeled all containers or portable tanks containing hazardous <br />waste <br />OBSERVATION: An approximately 150-gallon poly container of used oil located outside of the barn was observed <br />without a hazardous waste label. <br />66262.16.(b)(4) Labeling and marking of containers and tanks.(A) Containers. A small <br />quantity generator shall mark or label its containers with the following: <br />1. The words Hazardous Waste <br />2. The composition and physical state of the wastes; <br />3. An indication of the hazards of the contents <br />4. The name and address of the person generating the waste; <br />5. The date upon which each period of accumulation begins shall be clearly marked and visible for inspection on each <br />container; and <br />6. The date the applicable accumulation period specified in subsection (b) of this section begins shall be clearly marked <br />and visible for inspection on each container. <br />CORRECTIVE ACTION: Submit a photo to the CUPA demonstrating that the container listed above has been properly <br />labeled. <br />This is a (Minor) Violation. <br />28 22 CCR 12 66262.15(a)(4), 66262.16(b)(2)(C) 3030017-Containers of hazardous waste closed except when adding or <br />removing waste <br />OBSERVATION: An approximately 150-gallon poly container of used oil located in the outside of the barn was observed <br />open, and stored in a manner that may cause it to leak. A funnel was still attached and container was not capped. Used <br />oil was observed on top of container where funnel is. <br />66262.16 (b)(C) A container holding hazardous waste shall always be closed during <br />accumulation, except when it is necessary to add or remove waste. <br />CORRECTIVE ACTION: Submit photos to the CUPA demonstrating that the container listed above has been properly <br />closed, and/or stored in a manner that will not cause the container to rupture or leak. <br />This is a (Minor) Violation. <br />1868 E.
