CO2400614 <br /> 1000 E. Roth Rd. French Camp, CA 95213 <br /> 12/27/24—Phase 2 of Clean-up <br /> Incident Narrative: <br /> EHD arrived on site at approximately 9:30am. GrayMar and Arcadis clean-up contractors were <br /> already on-site.The burnt crane and container had been removed from the incident location and <br /> were being stored across several parking spots adjacent nearby.Arcadis informed EHD that <br /> GrayMar had arrived on-site earlier and cleaned the remaining debris that was under the container <br /> that could not be reached during phase 1 of cleanup.Two 55-gallon drums of solid waste (burnt <br /> debris) and four 55-gallon drums of liquid waste were generated. <br /> The clean-up crew initially focused on determining the direction and destination of flow of the <br /> storm drain. By introducing water into the storm drain,the direction of flow was found to be north <br /> toward the retention pond at the northwest corner of the property near Roth Road. It was <br /> discovered that the water flowed from the storm drain grate line laterally a few feet to a culvert that <br /> transports it to the retention pond.The French Camp Outlet Canal runs parallel to the west side of <br /> the property. EHD and Arcadis drove to the canal bank and observed no outfall along the length of <br /> canal adjacent to or below where water was being introduced into the storm drain system to ensure <br /> that there was off site outlet. Following mapping the pathway of the water, 500-gal water was <br /> introduced above the site of the incident from parking spot 572 to flush the line.This was done <br /> twice (total 1000-gal). <br /> The north end of the retention pond was observed to contain approximately 2 feet of standing water. <br /> A significant sheen was observed.The retention pond is fitted with a manual valve(SW-02)that <br /> opens to the French Camp Outlet Canal. Scott Hackman,Arcadis, confirmed with Brian Beezer <br /> (Union Pacific, MIFO)that the valve has"never"been opened. EHD observed the canal adjacent to <br /> the valve and observed no outfall.Arcadis obtained the facility's SWPPP from Union Pacific and <br /> confirmed that it was a General Stormwater Permit, and no release notifications were required. <br /> GrayMar entered the south end of the retention pond,which contained a small stream of water <br /> flowing north.The pipe carrying water into the retention pond was observed to contain thick oily <br /> material, and sheen was observed inconsistently along the stream. GrayMar suggested that the <br /> thick oily material may not be part of this incident, however Arcadis determined it would all be <br /> treated as petroleum contaminated liquid and cleaned up. GrayMar began removing the <br /> contaminated vegetation along the path of the flowing water but left them in place to be bagged and <br /> removed with additional materials that would be delivered tomorrow.They made it approximately a <br /> quarter of the way down the retention pond, laying absorbent booms in three locations before <br /> clean-up was concluded for the day due to limited lighting and plans were made to return at 7am <br /> the following morning to continue cleanup with additional materials. <br />
