CO2400614 1000 E. Roth Rd. French Camp, CA 95213 12/28/24—Phase 3 of Clean-up Incident Narrative: EHD arrived on site at approximately 8:15am. GrayMar and Arcadis were already on-site. GrayMar had just started to double-bag the vegetation they had removed the day prior. Evan from Arcadis who was overseeing the cleanup reported a slight drop in the flow of water in the retention pond. Absorbent pads were applied in shallow areas where sheen was observed.The plan for the day primarily consisted of vegetation removal and removing sheen in areas where water had dropped. GreyMar began using the vac truck to skim shallow puddles.When asked if any sheen had been absorbed into the soil of the retention pond when the water dropped, Evan stated he could not say if it had or had not. EHD expressed concerns about the soil and discussed with Lead Sr. Haza Saeed. Haza advised to check with Scott Hackman of Arcadis to see if there was a plan to address the soil of the pond or establish a historical baseline. EHD took photos of the paved area of the train yard where the fire occurred. Large dark stains were observed that appeared oily.When asked if further clean-up was planned for that area,Arcadis stated they considered that portion of the clean-up completed. Evan stated they had swept of the burnt debris that remained. EHD expressed concerns about the stains and their oily appearance and Evan stated he would check with his team. Evan reported the plan for the day was only vegetation removal and they were awaiting additional supplies to speed the process, and that cleanup would continue Monday. EHD departed the cleanup and planned to return for final cleanup. Evan called at approximately 1:30pm and reported that they were shifting their focus from the south end of the pond where there was just a narrow stream of water to the north end of the pond where the two feet of standing water was. He stated they would place a hard boom at the end of the pond and use absorbent booms to corral the sheen to a central location where they would skim it off the top of the pond with the vac truck. He reported that they also planned to power wash the paved area where staining was observed before they finished for the day. Evan called at 7pm and reported that they had completed power washing the paved area but that the booms had not contained the sheen in the pond as they had hoped.When asked if he knew why he stated that they were made to contain oil slicks, not sheen. He reported that they were wrapping up for the day and would be back on site tomorrow for a brief field assessment to observe and take photos but that no cleanup would occur. He also reported that Scott Hackman planned to meet with Union Pacific on Monday morning and based on the day's events and tomorrow's observations they would come up with a plan to address the retention pond and update us by 10am on Monday. Evan sent photos of the site at the end of the days cleanup and reported that 51 bags of vegetation, 2 bags of absorbent, 200 gallons of sheen water, and 50 gallons of rinse water from pressure washing had been generated. In the photo,the paved area was still wet from power washing and staining could not be assessed. EHD will confirm adequacy of cleanup at next site visit.
