French Camp, CA 95213 12/23/24-12/24/24 Incident Narrative: At 4:10pm on Monday December 23, 2024, EHD received a notification of a diesel release and subsequent fire on a crane at the Union Pacific Railroad Intermodal Facility. Lathrop&Manteca Fire Department were on site, Battalion Chief Gary Mahlberg reported that approximately 350-gallons of diesel was released from the fuel tank on the crane after a Conex box fell from the crane arm onto the base of the crane while being moved onto a chassis.The Fire Department used water to extinguish the fire that ignited because of the impact.An unknown quantity of water containing diesel fuel, hydraulic fluid, and burn debris entered the on-site storm drain system. The initial spill report made by Lathrop Manteca Fire Protection District Station 31 was received at 4:28pm (CalOES Control#24-7151). A second spill report made by Union Pacific Railroad was received at 4:54pm (CalOES Control#24-7153). EHD arrived at the site at approximately 5:OOpm and met with Lathrop Manteca Fire Department Battalion Chief, Gary Mahlberg.The incident occurred along the western edge of the facility, between the railroad tracks and the furthest row of numbered Conex parking spaces.According to Battalion Chief Gary Mahlberg,the incident occurred at 2:14pm when the Conex fell, and facility personnel attempted to use forklifts to lift it until smoke began to appear at 2:18pm.The fire department was subsequently contacted and dispatched. Battalion Chief Gary Mahlberg reported that there was a wall of active flames when they arrived. He also reported that a fire suppression system on the crane was activated but that it did not put out the fire.The fire department used approximately 2000 gallons of water to extinguish the fire.An unknown portion of this water containing diesel, hydraulic fluid, and burn debris entered the on-site storm water system,which they believed was at least partially contained. The fire department reported that prior to the incident,the fuel tank on the crane had just been filled and contained approximately 350-gallons of diesel.The fuel tank was reportedly punctured and was now empty.Additionally,the Conex that fell had a refrigeration unit with its own fuel tank. Another refrigeration unit on a similar Conex was checked and appeared to have an approximately 200-gallon capacity.The amount of fuel in the refrigeration unit tank prior to the fire was unknown, but there appeared to be some diesel remaining in its tank after the fire was put out.Also,the fire department pointed out the six hydraulic lines on the crane but were unable to estimate how much hydraulic fluid would be inside the lines or how much could have been released.The fire department reported that the conex was empty of cargo at the time of the incident, and that no injuries or chemical exposures occurred.A conex parked in space 569 appeared to sustain some superficial fire damage but the adjacent conex boxes appeared minimally impacted. Photos were taken of the incident area, and the incident compliant number was provided to the fire department. After speaking with the fire department, EHD met with Jeremy Brown, Sr Mgr Train Ops, NorCal Intermodal who was the person in charge on site at the time the incident occurred.Jeremy stated that he reported the incident to their emergency dispatch line per protocol but had not heard back
