Zuckerman Road, Stockton
APN: 12908054, SU-2601438
The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate
Loading Study (SSNL) dated June 24, 2026, for the above noted location and has the following comments for
your consideration.
The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment
system (OWTS) usage and the potential long-term nitrate loading impact to groundwater from the proposed
Resort: Camp Gold Star.
Based on the information provided the EHD can make the following findings:
a. Installing a septic tank as part of the building foundation shall be reviewed and approved by the San
Joaquin County Building Division prior to issue of OWTS permit. Please note this would create a
violation of the 5-foot setback requirement from the building foundation to the septic tank (SJC OWTS
1.5).
b. The SSNL reports a nitrate-loading estimate for the existing and proposed OWTS of 16.1 mg/L of
NOs-N (Nitrate as Nitrogen); the maximum contamination level for NOs-N in groundwater is 10.0 mg/L
set by the Central Valley Regional Water Quality Control Board. An OWTS designed to reduce nitrate-
nitrogen concentration in the wastewater effluent stream to below 10 mg/L is required by EHD to
reduce groundwater quality degradation. The OWTS will be designed by a California Registered
Engineer (SJC OWTS Standard 7.1).
Note: EHD concurs with the OWTS Design included in this study for the proposed Camp Gold Star
facility.
c. Percolation test conducted on October 24, 2025, yields a percolation rate of 35.7 min/inch and 31.3
min/in. At this rate a 5' soil separation is required between bottom of dispersal field and the
groundwater. Groundwater is reported to be 7.8 feet below surface grade. (San Joaquin County OWTS
Standard Table 1.10.2).
d. Obtain an installation permit for a commercial alternative/engineered wastewater treatment system
(OWTS) from this department. Inspection is required before back fill of OWTS excavations. Request
for inspection 24 hours in advance by calling our inspection line (209) 953-7697 (SJC OWTS Standard
2).
i. The proposed leach field and septic tanks shall be installed 150 feet away from any public well
and 100' from any private well. (SJC EHD OWTS Standard 1.5).
1868 E.
