Zuckerman Road, Stockton <br /> APN: 12908054, SU-2601438 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br /> Loading Study (SSNL) dated June 24, 2026, for the above noted location and has the following comments for <br /> your consideration. <br /> The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment <br /> system (OWTS) usage and the potential long-term nitrate loading impact to groundwater from the proposed <br /> Resort: Camp Gold Star. <br /> Based on the information provided the EHD can make the following findings: <br /> a. Installing a septic tank as part of the building foundation shall be reviewed and approved by the San <br /> Joaquin County Building Division prior to issue of OWTS permit. Please note this would create a <br /> violation of the 5-foot setback requirement from the building foundation to the septic tank (SJC OWTS <br /> 1.5). <br /> b. The SSNL reports a nitrate-loading estimate for the existing and proposed OWTS of 16.1 mg/L of <br /> NOs-N (Nitrate as Nitrogen); the maximum contamination level for NOs-N in groundwater is 10.0 mg/L <br /> set by the Central Valley Regional Water Quality Control Board. An OWTS designed to reduce nitrate- <br /> nitrogen concentration in the wastewater effluent stream to below 10 mg/L is required by EHD to <br /> reduce groundwater quality degradation. The OWTS will be designed by a California Registered <br /> Engineer (SJC OWTS Standard 7.1). <br /> Note: EHD concurs with the OWTS Design included in this study for the proposed Camp Gold Star <br /> facility. <br /> c. Percolation test conducted on October 24, 2025, yields a percolation rate of 35.7 min/inch and 31.3 <br /> min/in. At this rate a 5' soil separation is required between bottom of dispersal field and the <br /> groundwater. Groundwater is reported to be 7.8 feet below surface grade. (San Joaquin County OWTS <br /> Standard Table 1.10.2). <br /> d. Obtain an installation permit for a commercial alternative/engineered wastewater treatment system <br /> (OWTS) from this department. Inspection is required before back fill of OWTS excavations. Request <br /> for inspection 24 hours in advance by calling our inspection line (209) 953-7697 (SJC OWTS Standard <br /> 2). <br /> i. The proposed leach field and septic tanks shall be installed 150 feet away from any public well <br /> and 100' from any private well. (SJC EHD OWTS Standard 1.5). <br /> 1868 E.
