INTRODUCTION <br /> Captain Frank Morgan and his wife Melinda, are the owners and developers of the proposed Camp <br /> Gold Star, LLC (CGS) project to be constructed at the location referenced on the Title Page. The <br /> project is situated at the north end of McDonald Island, nine miles west of Stockton in the <br /> Sacramento-San Joaquin River Delta(a.k.a. The California Delta). Found in Appendix B, are <br /> detailed summaries of the Hero Lodge/Camp Gold Star, the Story of the CGS Waterfront Resort & <br /> Marina(see also www.campgoldstar.com), and Floor Plans for the 25 Hero Rental Lodges. <br /> The San Joaquin County Environmental Health Department(EHD)has specified several <br /> requirements for this project which are promulgated in two EHD Directive Letters, dated <br /> December 9, 2024 and August 5, 2025, and found in Appendix A. In addition to the required Soil <br /> Suitability/Nitrate Loading Studies, the CGS project also includes the following improvements <br /> related to the EHD requirements and to this EHD Studies report: <br /> • Wastewater Collection System <br /> • Wastewater Package Treatment Plant(PTP) <br /> • On-site Disposal of Treated Wastewater Effluent <br /> • Holding Tank for Marina Vessel Waste Pump-out <br /> • New Public Well <br /> • Public Well Water Treatment System for Manganese and Iron <br /> Soil testing in the proposed effluent disposal area reveals a medium soil permeability. The soils also <br /> exhibited surprising denitrification capacity. The Nitrate Loading Study calculations indicate this <br /> project will exceed the Maximum Contaminant Level (MCL) of 10 mg/L for nitrate-nitrogen. This <br /> is inconsequential since the generated wastewater will be treated to the applicable nitrogen standards <br /> before disposal to the soil. Secondly, the California Delta is a delicate ecosystem and a National <br /> Heritage Area that is to be environmentally protected through Best Available Technology (BAT). <br /> An existing domestic well is located near the west property boundary. This well will be used for <br /> non-potable, on-site service such as wash-down water from hose-bibs in various locations. A new <br /> well to provide potable water is proposed. <br /> The project has a number of area constraints that do not allow sufficient setback distances between <br /> the onsite wells and nearby septic tanks. Consequently, under Section 11 of the EHD Onsite Waste- <br /> water Treatment Systems Standards, a monitoring design is referenced to support the requested <br /> variances. The setback variance is detailed in Summary Section X of this report. <br /> II. SOIL SUITABILITY STUDY FINDINGS <br /> The property is currently vacant except for the aforementioned domestic well within a pump house <br /> and an electrical meter serving the Delta Yacht Club, directly across the San Joaquin River from the <br /> subject property. The Delta Yacht Club has a holding tank designed to collect and store domestic <br /> wastewater, to be pumped out land-side and transported to a wastewater treatment facility. <br /> There has never been past residential and/or commercial use of the property and therefore no on-site <br /> septic tanks.
