RECEIVED <br />AUG 10 2005 <br />61"V JUNUUIN COUNTY <br />'RCE OF EMERGENCY SERVICI <br />The secondary containment area at the time of the inspection was empty. It did <br />not contain volumes of liquid. There were small leaks from piping that have been <br />or are currently being repaired. Repair work was underway at the time of the <br />inspection as referenced under comment 11 where the employee was not wearing <br />chemical protective gloves. <br />Sump located at the outside bottling area is full of hazardous waste caustic as <br />well as a pool next to the sump. <br />The containment area sump did contain low pH liquid. It was removed the day of <br />the inspection. The production operators have been instructed to keep the <br />containment dry when filling operations are not taking place in that area. <br />Filling area for 55 -gallon drums: Spillage of caustic solution is all over the <br />work area. <br />Most of the liquid observed on the concrete floor was the result of washing and <br />cleaning the drums with water. We are currently evaluating how to eliminate this <br />issue. <br />In side by compressor is a machine used for caustic. It has secondary <br />containment that is a quarter full of caustic and leaking from the secondary <br />containment onto the floor. <br />The caustic has been removed from the secondary containment. Repairs will be <br />made to the secondary containment to eliminate the potential for leaks to the <br />concrete floor. <br />11. Hazardous Materials Being Properly Handled by Employees <br />Employees in the filling area for the 55 -gallon drums should be wearing <br />better splash protection other than wear level D. Two employees in the area, <br />which the floor is covered with caustic solution, are wearing their own shoes <br />rather than a chemical boot. <br />A tailgate meeting was held the morning following the inspection to explain the <br />personal protective requirements necessary when handling or working around <br />chemicals. Copies of the sign off report were provided during the closing <br />conference. A copy is also enclosed. <br />Tank Farm area: employee working inside the secondary containment on a <br />pump did not have any splash protection or wearing chemical gloves. <br />Issue discussed during tailgate meeting held July 29`x' <br />
