This is a <br />violation of CCR, Title 22, Section 66265.31. <br />In the acid repackaging area, areas of liquid existed on the ground outside. This <br />facility was not maintained nor operated to minimize the possibility of a fire, <br />explosion, or any unplanned sudden or non -sudden release of hazardous waste or <br />hazardous waste constituents to air, soil, or surface water which could threaten <br />human health or the environment. This is a violation of CCR, Title 22, Section <br />66265.31. <br />Outside beneath the DE tank, there were areas of obvious leakage with liquid <br />showing a pH between 13-14 on the ground. This facility was not maintained nor <br />operated to minimize the possibility of a fire, explosion, or any unplanned sudden <br />or non -sudden release of hazardous waste or hazardous waste constituents to air, <br />soil, or surface water which could threaten human health or the environment. <br />This is a violation of CCR, Title 22, Section 66265.31. <br />Shop in the truck shop area, there were areas of obvious spillage within the <br />building. This facility was not maintained nor operated to minimize the <br />possibility of a fire, explosion, or any unplanned sudden or non -sudden release of <br />hazardous waste or hazardous waste constituents to air, soil, or surface water <br />which could threaten human health or the environment. This is a violation of <br />CCR, Title 22, Section 66265.31. <br />Sierra Chemical Response and Action: <br />Ms Foley was informed by letter August 30, 2005 of the status of the above <br />mentioned issues. It should also be noted that all of the areas mentioned were <br />designed and constructed as secondary containment areas. No material was <br />released into the environment. <br />In the warehouse, the broken bags were repackaged. The caustic on the floor was <br />cleaned and the source repaired. The black plastic drum was not leaking. It was <br />repacked prior to removal by Philips Services / 21s` Century. <br />In the acid repack area. The low pH liquid on the concrete containment <br />remaining from repack operations was removed the day of the inspection. The <br />supervisors and employees working in the area were instructed that the concrete <br />has to be kept dry and clean. <br />Outside beneath the DE tank. A container was placed beneath the area dripping <br />liquid from the tank to collect the liquid until the material was removed by Philips <br />Services / 21` Century. The material was removed from the facility on <br />
