• SPCC for Antonini Enterprises Lathrop Facility <br /> Fuel supply tanks AGT 1 and AGT 2 are double-wall steel tanks. In the event of a spill <br /> during refueling, the sorbent material stored onsite in the spill cleanup kits will be used <br /> to contain and abate a spill. Spills are required to be reported to the Safety Supervisor <br /> or Maintenance Manager if they are larger than one-gallon in volume. If contaminated <br /> material cannot be readily recovered by trained Antonini employees, a fuel reclamation <br /> contractor will be contacted to remove fuel, impacted sorbent material, or in a worst- <br /> case spill, contaminated soil. Recovered material will be disposed or recycled in <br /> accordance with local and state regulations. <br /> (iii)Warning or barrier system for vehicles: <br /> 112.7(e)(4) Facility tank car and tank truck loadinglunloading rack(onshore). (iii)An interlocked <br /> warning light or physical barrier system, or warning signs should be provided in <br /> loading/unloading areas to prevent vehicular departure before complete disconnect of flexible or <br /> fixed transfer lines. <br /> There are warning signs posted near the bulk fuel storage tanks (AGT 1 and AGT 2)as <br /> well as in the Refueling Bays to prevent vehicle departure before complete disconnect <br /> of transfer lines. Additionally, there are security cameras located within each Refueling <br /> Bay to monitor refueling activities. <br /> (iv)Vehicles examined for lowermost drainage outlets before leaving: <br /> 112.7(e)(4) Facility tank car and tank truck loading/unloading rack (onshore). (iv) Prior to filling <br /> and departure of any tank car or truck, the lowermost drain and all outlets of such vehicles should <br /> be closely examined for leakage, and, if necessary, tightened, adjusted or replaced to prevent <br /> liquid leakage while in transit. <br /> Tanker truck operating procedures require that all tanker drivers visually inspect the <br /> truck's valves and outlets after disconnect and before departing the unloading area. if <br /> drips are observed, the driver tightens, adjusts, or fixes outlets before departure to <br /> prevent leaks in transit. Any leaks are reported to, and documented by, Antonini <br /> Enterprises, LLC. <br /> E. Ins pectionslRecord Keeping (112.7(e)(8)): <br /> 112.7(e)(8) Inspections and Records. Inspections required by this part should be in accordance <br /> with written procedures developed for the facility by the owner or operator. These written <br /> procedures and a record of the inspections, signed by the appropriate supervisor or inspector, <br /> should be made part of the SPCC Plan and maintained for a period of three years. <br /> Note: Written inspection procedures (e.g., checklist) should be included in the SPCC Plan. <br /> Documentation of the inspections can be maintained in a separate location other than the SPCC <br /> Plan as long as their location is referenced as a part of the SPCC Plan. Documentation must be <br /> maintained for three years. All other records pertaining to SPCC(e.g., drainage discharges, tank <br /> integrity testing, training records, etc., )must also be maintained for three years. <br /> The Inspection and Spill Logs, Training Briefs, and Training Record Log are provided in <br /> Appendix A and B of this SPCC Plan. Inspections and record keeping procedures are as <br /> follows: <br /> Inspections of all AGTs, piping, and appurtenances are performed weekly by the <br /> Maintenance Manager; <br /> -18- <br />
