Failed to test spill prevention liquid sensing devices in the tanks annually and kept records. <br /> -- SPCC Plan Section 4.7 stated liquid sensing devices in tanks shall be tested annually. Conduct <br /> inspections and tests in accordance with written procedures that you or the certifying engineer develop <br /> for the facility. You must keep these written procedures and a record of the inspections and tests, signed <br /> by the appropriate supervisor or inspector, with the SPCC Plan for a period of three years. Records of <br /> inspections and tests kept under usual and customary business practices will suffice for purposes of this <br /> paragraph. <br /> Test the liquid sensing devices in the tanks in accordance to written procedures developed by you or <br /> the certifying engineer. Submit a copy of the signed report of the results and the written procedure by <br /> November 21 2010. Continue testing annually, and retain a copy of the appropriately signed report of <br /> the test with the SPCC Plan for minimum of three years available for inspection. <br /> 32. Failed to train personnel on spill prevention and conduct annual prevention briefings. <br /> -- At a minimum, train your oil-handling personnel in the operation and maintenance of equipment to <br /> prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and <br /> regulations; general facility operations, and, the contents of the facility SPCC Plan. Schedule and <br /> conduct discharge prevention briefings for your oil-handling personnel at least once a <br /> year to assure adequate understanding of the SPCC Plan for that facility. Such briefings must highlight <br /> and describe known discharges or failures, malfunctioning components, and any recently developed <br /> precautionary measures. <br /> " Conduct spill prevention training and submit evidence of the training to this office by November 21, <br /> 2C1C. Begin conducting annual briefing per this section. <br /> NOTES <br /> The inspection was conducted on October 14, 2010, but the final version of the inspection report was not <br /> completed until October 20, 2010. <br /> The EHD copy of the SPCC Plan is different than the final copy retained on site.
