Frontage Road, Ripon <br /> REi Project No. 15030 ENVIRONMENTAL <br /> October 15, 2015 HFh1n. nr04oTgAFNT <br /> Item <br /> # Comments <br /> 201 I have stamped and signed the Professional Engineer's Certification (40 CFR 112.3(d)). <br /> I have visited the site and examined the facility in order to update the SPCC. There are a <br /> few site correction items that I feel in my professional opinion need to be reviewed in <br /> more detail with some possible facility corrections incorporated into this plan. <br /> 301 This SPCC Plan has been amended to incorporate updates and changes with the new <br /> ownership of the facility. Although the vertical storage tanks 1 and 2 were closed <br /> without an amendment,both of those two(2)tanks have been reconnected and are being <br /> used,and valves for the tanks are functional. There was a painted"closed"word on each <br /> tank, and I asked the operator to paint over those words. The SPCC Plan includes those <br /> tanks in the calculation for fuel storage and possible spill quantities at the facility. <br /> 303 See comment above. <br /> 601 We have attempted to provide a proper sequence of presentation with applicable cross- <br /> referencing to sections of the order. <br /> 602 We have reviewed the plan with Kulwinder Johal and explained how the plan needs to be <br /> kept current and updated,and he is committing the proper resources to implement the <br /> plan. <br /> 604 I have edited the previous facility diagram and identified the pipe routing to <br /> the best of my knowledge without the benefit of having an accurate, <br /> dimensioned, and scalable Site Plan. I have urged the owner to have an <br /> accurate Topographic Survey prepared,which will be used for the facility <br /> diagram in the future. This violation is expected to be corrected in full <br /> within a couple of months. <br /> 605 The revised SPCC Plan has been corrected to reflect the proper capacity of <br /> the vertical storage tanks and the plan contains the type of fuel in each AST <br /> and the UST. All of the previously shown propane tanks have either been <br /> removed from the property or are not being used. The discharge features <br /> are described and shown on the Site Layout Plan. It should be noted that <br /> this Layout Plan will be more accurately drawn to scale with actual drain <br /> inlet locations, tank locations, oil/water separator and the retention basin, <br /> upon completion of the Topographic Survey and Mapping for the site. A <br /> full list of Emergency Contact phone numbers and notification procedures <br /> fors ills or leaks has been added and reviewed with the Owner/Operator. <br /> 608 A section has been included for the Evaluation of Fuel Discharge Potential, <br /> as well as the Potential Discharge Volumes. <br /> 609 Secondary containment and the direction of leak and spill flows have been <br /> shown. The large crack noted in the containment wall around the four(4) <br /> existing ASTs has been repaired. It appears the CMU block wall should <br /> have a leak proof sealant placed around the inside of the wall. This has <br /> been identified as a future improvement for the facility.
