Portable oil storage containers must be positioned or located to prevent a discharge <br /> and shall be furnished with a secondary means of containment sufficient to contain the capacity of the largest single <br /> container with sufficient freeboard to contain precipitation. Immediately provide sufficient secondary containment for <br /> this and all other portable containers at this facility,or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> 724 CFR 112.8(d)(4) Failed to regularly inspect aboveground valves, piping, and appurtenances. <br /> No records of inspections were found on site.All aboveground valves, piping, and appurtenances shall be regularly <br /> inspected. Immediately inspect aboveground valves, piping, and appurtenances and ensure inspections are done <br /> regularly, or provide equivalence as allowed by CFR 112.7(a). <br /> This is a Class 11 violation. <br /> 725 CFR 112.8(d)(4) Failed to conduct integrity and leak testing on buried piping any time it is worked on. <br /> The SPCC plan did not discuss integrity testing of the buried diesel piping. No test results were available on site for <br /> the buried piping. Buried piping shall be tested for integrity and leaks at the time of installation, modification, <br /> construction, relocation, or replacement. Immediately perform integrity and leak testing of this piping and ensure <br /> that piping is tested when required,or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a repeat violation,Class ll. <br /> 726 CFR 112.8(d)(5)Failed to adequately warn vehicles entering facility to protect piping and other transfer operations. <br /> No warnings were observed on site to warn vehicles of aboveground piping, containers,or other appurtenances. A <br /> warning must be provided to all vehicles entering the facility to be sure that no vehicle will endanger aboveground <br /> piping or other oil transfer operations. Immediately provide a warning in accordance with CFR Part 112 for all <br /> vehicles entering the facility,or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> 4010 40 CFR 112.7 SPCC plan lacks full approval of management at a level of authority to commit the necesary <br /> resources to implement the Plan. <br /> The management approval section of the SPCC plan is unsigned.The Spill Prevention, Control,and <br /> Countermeasure(SPCC)Plan must have the full approval of management at a level of authority to commit the <br /> necessary resources to fully implement the Plan. Immediately obtain required management approval for the SPCC <br /> Plan for this facility. <br /> This is a Class 11 violation. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
