A Spill <br /> Prevention, Control, and C untermeasure (SPCC) Plan was not available on site. All facilities which have an APSA <br /> regulated shell capacity of ,320 gallons or greater shall prepare a written SPCC Plan which meets all of the <br /> requirements of the 40 CF Part 112. This plan shall be certified by a professional engineer in accordance with 40 <br /> CFR 112.3(d). Immediately prepare a SPCC Plan in accordance with 40 CFR Part 112, which that includes all <br /> aboveground petroleum st rage containers 55 gallons or larger. Submit a copy of the Professional Engineer (PE) <br /> certified SPCC Plan to the HD for review. (This copy will be returned to the facility after review.) A copy shall be <br /> maintained on site at all times. <br /> This is a Class II violation. <br /> 612 CFR 112.7(c) Plan failed to linclude secondary containment, diversionary structures, or equip to prevent discharge. <br /> No secondary containmentas observed for the 180+ drums of used oil or the used oil storage in the filter <br /> compactor. A facility shall rovide appropriate containment and/or diversionary structures or equipment to prevent a <br /> discharge. The entire cont inment system, including walls and floor, must be capable of containing oil and must be <br /> constructed so that any dis harge from a primary containment system will not escape the containment system before <br /> cleanup occurs. Immediately provide adequate secondary containment for all aboveground petroleum storage <br /> containers larger than 55 g llons. <br /> This is a Class II violation. <br /> 618 CFR 112.7(e), 112.8(c)(6) Foiled to conduct inspections or integrity tests or maintain records for 3 years. <br /> No inspections are being co ducted on the 180+ drums of used oil or the used oil storage in the filter compactor. <br /> Inspections and testing shalbe conducted on all aboveground liquid petroleum containers larger than 55 gallons, <br /> including the filter compactorand all 55 gallon drums of oil. Records of these inspections and tests shall be signed <br /> by the appropriate supervisor or inspector and kept on site with the Spill Prevention, Control, and Countermeasure <br /> (SPCC) Plan for a period ofhree years. Immediately begin necessary testing and inspections for all Aboveground <br /> Petroleum Storage Act regul a ed containers and maintain on site with the SPCC Plan. <br /> This is a Class II violation. <br /> 619 CFR 112.7(f)(1) Failed to train personnel on discharge prevention. <br /> Oil handling personnel were not trained. At a minimum, oil handling personnel shall be trained in the operation and <br /> maintenance of equipment tb prevent discharges; discharge procedure protocols; applicable pollution control laws, <br /> rules, and regulations; general facility operations, and the contents of the Spill Prevention, Control, and <br /> Countermeasure Plan. Immediately provide this training to all oil handling personnel and submit a copy of the training <br /> log to the EHD. <br /> This is a Class II violation. <br /> Page 4 of 7 <br />
