Diesel fuel leaks in the form of drips were found at dispensers 3 and 11 in the piping above the <br />shear valve, probably in the meter hardware. A small amount of fuel was observed in the under <br />dispenser containments. All primary containment must be impervious to the liquid and vapor of the <br />substance contained. If the leaks cannot be repaired immediately, there is a possibility that the Diesel <br />UST system may be red tagged to prevent fuel inputs. Repair immediately and send a recordable <br />release statement and service receipt to the EHD by May 24, 2013. <br />403. A loss of brine was found by the designated operator in the following list of sumps indicating a leak <br />in the annular space of the secondary containment. Brine was added to each sump annular space of <br />the following days: 87 turbine sump (9-21-12, 11-17-12), UDC 7/8 (10-26-12), 91 fill sump (11-17-12). <br />diesel STP (11-17-12), diesel fill (11-17-12), vent sump (11-17-12), UDC 1/2 (1-23-13). Secondary <br />containment shall be impervious to the liquid and vapor of the substance contained and constructed to <br />prevent structural weakening as a result of contact with any hazardous substances released from the <br />primary containment. Immediately contact a properly licensed, trained, and certified contractor to <br />investigate the brine loss from the sumps annular spaces. Apply for a repair permit with the EHD as <br />necessary. Send a corrective action statement to the EHD by May 24, 2013. <br />404. Liquid was found in the 87 fill sump (pint), 87 turbine sump (0.5 cup), and 91 turbine sump (cup). <br />Secondary containment shall be constructed to prevent any water intrusion into the system by <br />precipitation, infiltration, or surface runoff. Immediately remove this liquid, make a hazardous waste <br />determination per Title 22 hazardous waste regulations, and manage accordingly. Immediately contact <br />a properly licensed, trained, and certified contractor to investigate the liquid intrusion into the sumps. <br />Apply for a repair permit with the EHD as necessary.
