VIZ. VIOLATIONS: <br />Violations noted during the October 5, 1992 inspection were <br />as follows: <br />1. Hazardous waste containers used at the point of waste <br />generation in the repair shop and near the lab were not <br />properly labeled. <br />2. Hazardous waste containers used at points of waste <br />generation in the repair shop were not closed. <br />3. Hazardous waste containers located in and outside the <br />repair shop did not have accumulation start dates. <br />4. Hazardous waste containers stored outside the repair <br />shop area did not have labels. <br />5. Hazardous waste containers stored outside the repair <br />shop were not closed. <br />6. Adequate spill control equipment and decontamination <br />equipment were not available at hazardous waste storage <br />areas. <br />7. Several drums stored outside the repair shop and in the <br />carbon drum storage area had been stored in excess of <br />90 days. <br />8. Training records, which document on-the-job training <br />for employees to ensure compliance, were not available <br />for inspection. <br />9. Records indicating the job title for each position at <br />the facility related to hazardous waste management and <br />the name of the employee filling each job were not <br />available for inspection. <br />10. A written job description for each position at the <br />facility related to hazardous waste management was not <br />available for inspection. <br />11. A biennial report has not been prepared or submitted to <br />the State Department of Toxic Substances Control. <br />VIII. OBSERVATIONS: <br />Carol Oz and I arrived at Nestle at approximately 9:30 a.m. <br />where we met John Melling. We identified ourselves, <br />explained the nature of our visit, and requested permission <br />to conduct the inspection. Mr. Melling gave his consent <br />4 <br />
