San Joaquin County <br />Rn <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />1 <br />Date: <br />TOYS R US <br />1624 ARMY CT, STOCKTON <br />October 09, 2015 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />605 <br />CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br />-A 55 gallon black steel drum which previously held used oil filters was observed in the hazardous waste storage shed <br />with used oil stored at the bottom and an accumulation start date of October 2013. <br />-A 55 gallon black steel drum of used absorbent was observed in the hazardous waste shed with a hazardous waste <br />label listing only the contents. <br />-A 55 gallon blue steel drum of used oil was observed in the hazardous waste shed with a faded, illegible date. <br />-A 55 gallon brown steel drum of used oil was observed near the maintenance area with a faded, near -illegible <br />accumulation start date of 8/31/10 and no hazardous property, physical state, or generator information labeled. <br />-More than fifteen plastic jugs of waste liquid laundry detergent were observed unlabeled on the ground near the <br />drums in the reverse logistics hazardous waste storage area. According to Mr. Tony Evans, the facility did not have <br />enough room in the hazardous waste drums to containerize these jugs. <br />-The blue plastic hazardous waste drums in the reverse logistics hazardous waste storage area were observed <br />without the generators name. <br />All hazardous waste containers shall be marked with the following information: <br />- the words "Hazardous Waste" <br />- name and address of generator <br />- hazardous properties (ignitable, corrosive, reactive, toxic) <br />- physical state (liquid, solid) <br />- composition (contents) <br />- accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br />information. <br />This is a repeat violation, Class II. <br />608 <br />CCR 66266.130 Failed to properly manage used oil and fuel filters. <br />-Used oil filters were observed stored in an open, unlabeled tub and bucket on a pallet in the maintainance area. <br />-A 5 gallon blue plastic bucket of used oil filters was observed outside the maintenance area with no lid and no label. <br />Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as "drained used oil <br />filters," and marked with an accumulation start date. Immediately close and label these filters and ensure that all used <br />oil filters are managed in this way. Since it cannot be determined how long these filters have been on site, <br />immediately recycle these filters under a bill of lading and submit a copy of the bill of lading to the EHD. <br />This is a repeat violation, Class ll. <br />Page 8 of 9 <br />
