On September 19, 2012, Mr. Cacapit performed a routine hazardous waste inspection
and found automotive fluids containing petroleum and solvents in a trash can at the
south side of the lube shop. Mr. Cacapit also found 14 non -empty containers of motor
oil, power steering fluid, engine treatment, oil system cleaner, transmission sealer and
conditioner, and automatic transmission fluid treatment. In a trash can inside between
the two bays, Mr. Cacapit found two non -empty containers, one of Chevron Techron
concentrate plus and one of an oil system cleaner. In the trash can next to the front
office desk, Mr. Cacapit found non -empty containers of motor oil and oil system cleaner.
When Mr. Cacapit asked the manager, Mr. Roman Brisano, why this waste was
discarded in the trash, Mr. Brisano stated that he didn't realize that unused product could
be hazardous. Mr. Cacapit also found spillage of oil on the floor underneath both service
bays and on a storage shelf, and spillage of water mixed with automotive fluids in a
trench in the lube shop pit. The hazardous waste antifreeze drum was also found left
open. An inspection report was left on site and emailed to Mr. Lyons (Attachment 6).
Attachments 7, 8, and 9 include parcel information, facility information, and hazardous
waste file narrative, respectively.
II.
