A
Mr. James L. Barton
September 24, 2004
Page 2
S E C O R ----- ----
SCOPE OF WORK
The scope of work proposed for this assessment includes:
• The advancement of one cone penetrometer test boring (CPT);
• The advancement of one direct push boring, and;
• The performance of a bench scale study.
A summary of the field and laboratory procedures to be followed during these assessment
activities is included in Attachment 2. The specific scope of work is discussed below:
SITE HEALTH AND SAFETY PLAN
As required by the Occupational Health and Safety Administration (OSHA) Standard
"Hazardous Waste Operations and Emergency Response" guidelines (29 Code of Federal
Regulations Section 1910.120), and by California Occupational Health and Safety
Administration (Cal -OSHA) "Hazardous Waste Operations and Emergency Response"
guidelines (California Code of Regulations Title 8, Section 5192), SECOR will prepare, or
modify the existing, site-specific health and safety plan (SHSP) prior to the commencement
of fieldwork. Field staff and contractors will review the SHSP before beginning field
operations at the site.
ASSESSMENT ACTIVITIES
Assessment activities will consist of the advancement of one CPT boring to assess soil
stratigraphy and lithology, the completion of one direct -push boring to collect a discrete soil
sample for chemical analysis, and collection and chemical analysis of a groundwater
sample from an extraction well (EX -1). The location of the proposed CPT and direct push
borings are shown on Figure 3.
During a phone conversation on July 21, 2004, between David Evans of SECOR and Jim
Barton of the RWQCB, Mr. Barton agreed to allow the collection of soil samples for the
bench scale study at a location in proximity and with similar stratigraphy to the site. This
request was made to facilitate the study without impacting business at the site. A historical
cross section depicting site stratigraphy is presented in Attachment 3.
Permitting
Applicable permits will be obtained from the City of Lodi and the San Joaquin County
Environmental Health Department (County), as necessary, prior to commencing field
operations.
I:\Chevron\95775\REPORTS\2004\Bench Scale Study(Mod).doc
