Stacy Rivera <br /> June 30, 2011 <br /> Page 2 <br /> RETURN TO COMPLIANCE CERTIFICATION - HAZARDOUS WASTE GENERATOR <br /> PROGRAM INSPECTION REPORT AND ABOVEGROUND PETROLEUM STORAGE ACT <br /> INSPECTION REPORT FOR CITY OF STOCKTON MUNICIPAL UTILITIES DEPARTMENT <br /> MAIN PLANT, TERTIARY PLANT AND STORES FACILITIES INSPECTIONS CONDUCTED <br /> MAY 11, 2011 <br /> Metal fines generated from the metal grinder, drill presses, and other metal <br /> working machinery in the Maintenance Shop, have been collected and a <br /> waste determination has been ordered. This waste determination will <br /> determine how this waste stream will be managed. In the interim, a vacuum <br /> R system has been installed on the metal grinder and will be able to collect the <br /> metal fines generated from this piece of equipment. More adjustments to <br /> grinding equipment are planned to minimize the release of metal fines into <br /> the Shop atmosphere. (See Photo #1) <br /> 15 RV 15. Failed to maintain all communication or alarm systems, spill control, or <br /> decon equipment. <br /> N A spill pallet outside the Maintenance Shop was observed with standing <br /> liquid in the bottom. <br /> The spill pallet outside the shop has been cleaned and cleared of any liquid. <br /> To prevent this from occurring in the future, weekly check list inspections will <br /> R occur and informal daily policing of the area will be performed. Any spilled <br /> liquid found in secondary containment facilities will be removed for proper <br /> disposal. (See Photo #2) <br /> 20 RV 20. Failed to completely label containers or tanks of hazardous waste. <br /> Two 55 gallon black steel drums of oily debris were observed in the <br /> hazardous waste storage building located behind the Primary Treatment <br /> Area, with no hazardous properties listed. A 55 gallon white poly drum of <br /> used antifreeze was observed in the hazardous waste storage building with <br /> no hazardous property and no generator name and address. A 55 gallon <br /> black steel drum labeled as hazardous waste and drained used oil filters <br /> was observed in the hazardous waste storage building with standing liquid <br /> in the bottom with no hazardous property listed. A 55 gallon black steel <br /> N drum of oily debris was observed in the Cogen Building with no hazardous <br /> property listed. <br /> A 1 gallon glass container of waste acetone was observed in the Laboratory <br /> Satellite Accumulation Area with no physical state listed. A 1 gallon glass <br /> container of pyridine waste was observed in the Laboratory Satellite <br /> Accumulation Area with no physical state and no hazardous property listed. <br /> A 1 gallon glass container of waste acetone was observed in the Laboratory <br /> Satellite Accumulation Area with no physical state or hazardous property <br /> listed. <br /> On June 20, 2011, the 55 gallon drums with standing oil were cleaned by <br /> R using absorbent pads and this disposing the used pads in the designated <br /> disposal 55 gal can in Cogen. These 2 drums and the 2 drums in the Cogen <br /> building were then properly marked as containing oily debris. <br />
