Stacy Rivera <br /> June 30, 2011 <br /> Page 3 <br /> RETURN TO COMPLIANCE CERTIFICATION - HAZARDOUS WASTE GENERATOR <br /> PROGRAM INSPECTION REPORT AND ABOVEGROUND PETROLEUM STORAGE ACT <br /> INSPECTION REPORT FOR CITY OF STOCKTON MUNICIPAL UTILITIES DEPARTMENT <br /> MAIN PLANT, TERTIARY PLANT AND STORES FACILITIES INSPECTIONS CONDUCTED <br /> MAY 11, 2011 <br /> (See Photo#3) <br /> All containers in the Laboratory had labels that contained all the required <br /> information except the hazardous properties and the physical State. All <br /> containers have now had the appropriate information included on the <br /> Hazardous Waste label. (Acetone: Liquid/Flammable, Pyridine: <br /> Liquid/Flammable & Toxic) attached are photos of the bottles inspected. <br /> Photo #4 shows the 2 bottles in the satellite accumulation area. Photo #5 <br /> shows the bottle in the 90-day area. <br /> Also addressed in the inspection were the rules for satellite accumulation; <br /> waste must stay in the satellite (workplace) accumulation area no more than <br /> 275 days, before going to the 90-day accumulation area. Total time on site <br /> must be less than 1 year. Attachment #1 is a copy of the weekly hazardous <br /> waste inspection form that shows the updated information, for 275 days in <br /> satellite accumulation and 90-days accumulation. Attachments #2 and #3 <br /> are keys that help determine the date limit during the weekly inspection by <br /> lab staff. <br /> 30 30. An empty HW or HazMat container (larger than 5 gallon) was not <br /> RV marked with the date it was emptied and/or not managed with one year of <br /> being emptied. <br /> An empty 55 gallon drum which previously held used oil filters was observed <br /> in the Cogen Building without proper labeling. Five 55 gallon empty drums <br /> were observed in the hazardous waste storage building located behind the <br /> Primary Treatment Area, without dates; it could not be determined if the <br /> drums previously held a hazardous substance. An empty 55 gallon drum <br /> N which previously held used antifreeze was observed in the hazardous waste <br /> storage area located behind the Primary Treatment Area, without empty <br /> labeling; the last used antifreeze pickup date was listed as April 12, 2010. <br /> Three empty 55 gallon blue drums which previously held Aquashade were <br /> observed in the west portion to the hazardous waste storage building <br /> located behind the Primary Treatment Area, with empty dates of March 22, <br /> 2010. <br /> Empty Drums have been removed. (See Photo #6) Per the <br /> R recommendation of the inspector, the tops of the 3 drums were cut off and <br /> the drums are now being used as trash barrels. (See Photo #7) <br /> 32 RV 32. Failed to comply with new HW tanks stem assessment requirements. <br /> N A tank assessment was not available on site for the used oil tanks. <br /> Retained the services of Condor Earth Technologies, who are in the process <br /> R of performing Hazardous Waste Tank assessments. Will provide follow-up <br /> letter by July 29, 2011. <br />
