B St., Stockton Program: APSA <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> ROUTINE ABOVEGROUND PETROLEUM STORAGE ACT (APSA) INSPECTION <br /> "Inspection conducted on June 29, 2011. Report completed on July 1, 2011. Checklist left on site at <br /> time of inspection. <br /> Violations: (6, 18, 19, 21, 24, 27, 48, 50) <br /> 6. The Professional Engineer (PE) certification is incomplete. No statements were made regarding <br /> inspections and testing or the adequacy of the Plan. The PE certification must include all of the aspects <br /> in 40 CFR Part 112.3(d)(1), including attesting that the PE is familiar with 40 CFR 112, he or his agent <br /> has visited and examined the facility, the Plan has been prepared in accordance with good engineering <br /> practice, including consideration of applicable industry standards, procedures have been established for <br /> required inspections and testing, and the Plan is adequate for the facility. Immediately obtain a <br /> complete PE certification for the facility's Spill Prevention Control and Countermeasure (SPCC) plan. <br /> Submit a copy of the completed, certified SPCC plan to the EHD by August 1, 2011. <br /> 18. The facility map only includes the locations of the 10,000 gallon diesel tank and the two 6,000 gallon <br /> gasoline and E85 tanks. The Plan shall include a facility diagram which must mark the location and <br /> contents of each fixed storage container and the storage area where mobile or portable containers are <br /> located. It must identify the location of and mark as "exempt" underground tanks. It must also include <br /> all transfer stations and connecting pipes, including intra-facility gathering lines. Immediately update the <br /> facility diagram to include all of the required information. Submit a legible copy of the updated facility <br /> diagram to the EHD by August 1, 2011. <br /> 19, 21 & 27. The inventory listed in the SPCC Plan does not include the oil totes and 55 gallon drums. <br /> Discharge & drainage controls and potential equipment failure are not addressed for any of the unlisted <br /> containers. The SPCC Plan must include the correct type of oil and storage capacity of each fixed <br /> storage container, and either the type of oil and storage capacity of each portable container or an <br /> estimate of the potential number of portable containers, types of oil, and anticipated storage capacities. <br /> The Plan must include discharge or drainage controls, such as secondary containment around all <br /> containers and other structures, equipment, and procedures for the control of a discharge, and a <br /> prediction of the direction, rate of flow, and total quantity of oil which could be discharged as a result of <br /> each type of major equipment failure.
