3.27.5 Program Elements <br />3.27.5.1 General Safety Requirements <br />At no time, shall Kleinfelder personnel or its subcontractors be permitted to work alone <br />where the risk of drowning exists. Only personnel properly trained in the use and <br />deployment of rescue devices shall be permitted to conduct over/near water work. <br />A HASP will be prepared for each project involving work near or over water. The HASP <br />will, as a minimum, include the following elements: <br />Fall Protection <br />Fall protection is classified by two categories: active and passive. Fall prevention and <br />protection shall be the primary mitigative strategy for all over/near water work operations. <br />When these systems are employed, personal floatation devices and rescue equipment <br />shall not be required. <br />Passive devices include: <br />• Railings <br />• Safety nets <br />• Barriers or barricades <br />Active fall protection devices include: <br />• Full body harness and lanyard deceleration system <br />• Retractable fall arrest lifelines <br />• Positioning devices and body -belts <br />Personal Floatation Devices (PFD) <br />Employees working in areas unprotected by passive fall protection systems (OSHA <br />specified railings or nets), where the danger of drowning exists, must wear a U.S. Coast <br />Guard (USCG) -approved life jacket or buoyant work vest, commonly referred to as a <br />personal floatation device (PFD). However, this requirement can be superseded with the <br />use of 100% fall protection or prevention. If an employee cannot fall into the water as a <br />result of use of active or passive fall protection, there is no danger of drowning, and a <br />PFD is not required. <br />PFDs must be: <br />• USCG—approved; <br />228 Revised June 15, 2018 <br />Copyright 2018 Kleinfelder <br />
