On
the west side of the plant by the truck maintenance area I observed a pool
of liquid approximately 45 feet long and 2 feet at the widest point. The
color of the liquid is what caught my attention (green & oily brown). I
asked Mr. Martinez if they had been steam cleaning to create the pool of
liquid. Mr. Martinez was not sure where the liquid had came from. I asked
if they had any pH paper I could use to test the water. They did not have
any.
We then went over to the old fueling area and I found an old sump with
liquid still in the sump. I asked Mr. Martinez if they still utilized the
sump and he said they did not.
Being close to the OES vehicle at this point, I requested we walk over to
the vehicle so I could get my own pH paper.
With my pH paper, we went back to the sump. I removed a metal grill off
the top of the sump and tested the liquid. The pH paper indicated a pH of 4.
1 told Mr. Martinez he should look into having the liquid removed due to the
acidic content.
We then walked down the fence line on the south side of the property to a
earthen storm drain ditch. On top of the ditch I observed some type of
black thick substance . I requested to have the gate open so I could take a
closer look at this substance. Mr. Martinez stated he didn't have a key and
he would have to go find a key.
Ms. Wright and I walked over to the first pool of liquid I observed. I tested
the pool with pH paper and found the liquid to have a pH of 0. Ms. Wright
was unsure where the liquid had came from. I explained to her, due to the
pH of the liquid, it was now considered a hazardous waste.
Assistant plant manager Steve Egar came out to see what was going on. I
asked Mr. Egar where the pool of liquid had came from. Mr. Egar stated a
contractor had been cleaning a donut machine with Muriatic Acid and he
i
