Mr. Hufstetler, Dennis Fields and I discussed handling of the spill <br /> by neutralization. It was decided by Mr. Hufstetler to use sodium <br /> bicarbonate to bring the ph above 5, at which point the area could <br /> be hosed down. Dennis Fields, O.E. S. , departed after this because <br /> he was to be off at 1: 00 P.M. <br /> Immediately, the employees obtained bags of sodium bicarbonate and <br /> applied it to the spill. I gave Mr. Hufstetler the pH tape and <br /> watched as he took the pH in various locations of the spill until <br /> the pH strip turned green and matched the pH7-8 reading on the <br /> chart. It was considered safe to hose the area down. <br /> (As per phone call with Mr. Hufstetler on August 3, 1990, 150 <br /> pounds of sodium bicarbonate were used to neutralize the spill. ) <br /> I inquired of Sam Martinez where the drains would carry the wash <br /> water. I specifically wanted to know if the drain system went to <br /> the ditch. Mr. Martinez informed me the waste water would go <br /> inside the building to the north into a grease trap. He stated the <br /> grease trap was pumped out regularly. <br /> I then accompanied Mr. Hufstetler to his office and asked for the <br /> parent company address and inquired who should be the contact <br /> person for the Proposition 65 Notification. I stated I would be <br /> filing two Propositions 65 's, one on the acid spill and one on the <br /> ditch. <br /> Mr. Hufstetler stated he would be the responsible party for the <br /> Proposition 65 's, and he would notify the parent company of the <br /> spills. He stated the parent company had an environmental agent <br /> who would come out from the home office to deal with the <br /> environmental issues. <br /> Inspection was completed and I departed the facility. <br /> July 31, 1990 <br /> I received a phone call from Gary Kenney, (209) 951-8371, Water <br /> Technology, (209) 951-8371, 6333 Pacific Ave. Suite 285, Stockton, <br /> CA. , 95207, who informed me how the acid spill occurred. Mr. <br /> Kenney stated the following: <br /> 1. On Wednesday, July 25, 1990, Mr. Kenney had pumped <br /> hydrochloric acid into the bread making unit and circulated it <br /> through an acid barrel. <br /> 2 . Mr. Kenney noticed a small leak in the barrel and taped it <br /> up. <br /> 3 . On July 26, 1990, Mr. Kenney came back and noticed 10-15 <br /> gallons of solution had escaped. He hosed the area down. I <br /> asked if he did anything to neutralize the acid. Mr. Kenney <br /> stated he had not done anything to neutralize the acid. <br />
