Airport Way, Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Class II violations: (7, 15, 17, 20, 27, 28, 45, 49, 59, 83) <br /> 7. Metal fines generated from metal grinding, drilling, and cutting are being recycled as scrap metal <br /> without first determining particle size or hazardous properties. An aerosol can of Quik Freeze that was <br /> not completely empty was observed in the trash in the fiberglass layup room in Building 5. Waste <br /> analysis has been conducted for the hone sludge, but no hazardous waste determination has been <br /> made for the liquid hone waste. Any person who generates a waste shall determine if the waste is a <br /> hazardous waste. Immediately stop recycling metal fines and disposal of aerosol cans and liquid hone <br /> waste, make a hazardous waste determination for these wastes, and manage them according to the <br /> Title 22 regulations. Metal particles 100 microns or smaller must be handled as hazardous waste if the <br /> metal is determined to be a hazardous waste. Submit a statement and supporting documentation <br /> explaining how these wastes were managed by August 14, 2011. REPEAT VIOLATION <br /> 15. A spill pallet for coolant was observed in the machine shop with standing liquid in the bottom. Liquid <br /> was observed in the spill containment for the 55 gallon drum of water based primer in the hazardous <br /> waste storage area. Liquid was observed in the spill pallet for the gem stripp waste in the Prime Line <br /> room. The eyewash station in the Marshal room was observed on the ground. A red can for solvent <br /> wipe daily storage was observed inside the marked area around one of the 4500 Orbital Cygnus room <br /> eyewashes; a stack of metal hangers was observed in the marked area around the other eyewash in the <br /> 4500 Orbital Cygnus room. The eyewash next to the treatment unit did not have a June 2011 monthly <br /> inspection. All facility communications and alarm systems, fire protection equipment, spill control <br /> equipment, and decontamination equipment, shall be tested and maintained as necessary to assure its <br /> proper operation in time of emergency. Spill containment shall be maintained clean and dry at all times <br /> so as to detect a leak at the earliest opportunity. Immediately remove and properly dispose of all <br /> hazardous waste from spill containment, and maintain all spill containment clean and dry at all times. <br /> Immediately conduct all necessary testing and maintenance on emergency equipment. REPEAT <br /> VIOLATION <br /> 17. The containers of hazardous waste in the Hazardous Waste Storage area are being stored in a way <br /> that does not allow access to all containers and viewing of all labeling. The owner or operator shall <br /> maintain aisle space to allow the unobstructed movement of personnel, fire protection equipment, spill <br /> control equipment, and decontamination equipment to any area of the facility in an emergency. <br /> Immediately begin storage of hazardous wastes to provide adequate aisle space for access. <br /> 20. A 55 gallon steel drum was observed in the Baghouse area with a label faded and illegible.
