The liquid waste from the <br /> chromium paint and the paper contaminated with the dry paint are both being managed by the facility as RCRA <br /> hazardous waste. <br /> -Liquid spray from the acid tanks in Building 3 was observed being sprayed onto the floor near the tanks and seeping <br /> under the east wall into Building 2. White staining and liquid was observed on the ground on the west side of Building <br /> 2. <br /> -The rinse and drippage from the acid tanks in Building 3 is accumulated in a"pit" under the tanks. According to Mr. <br /> Kitagawa, Robert Kennedy goes down into the"pit'every morning to inspect the area and squeegee out any liquid <br /> accumulated from the previous day. Mr. Kitagawa stated that the floor of the"pit"drains to a sump that is manually <br /> pumped into the chromium treatment system during the daily inspection, but that some of the liquid accumulates in <br /> dips in the floor requiring the squeegee to remove it. This waste is left sitting through the day and overnight before <br /> being removed from the floor of the"pit'. <br /> -Corrosive solid was observed accumulated on the top of a 55 gallon caustic soda drum in Building 3, on the tubing <br /> coming out of the drum, and on the wall next to the drum and tubing. <br /> -Hazardous waste was observed splattered onto the secondary containment and the outside of the containers stored <br /> in the hazardous waste storage area of the lab. <br /> -Brown staining was observed on the floor around the chromic acid (alodine)table in Building 1 near the chromium <br /> treatment area According to Mr. Kitagawa, the brown staining is the alodine waste. The alodine waste is being <br /> managed by the facility as RCRA hazardous waste. <br /> -White staining and accumulation was observed on the floor, in the secondary containment, and on valves in the <br /> chromium treatment tank area. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean all <br /> stained and waste accumulated areas, handle all hazardous wastes in a manner that minimizes releases, and <br /> manage according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation <br /> explaining how these wastes were managed. <br /> This is a Class II violation. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> The eyewash in the process room in Building 4 was observed with a pallet and other equipment stored in front of it, <br /> blocking access to the eyewash. All facility communications or alarm systems, fire protection equipment, spill control <br /> equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. Immediately begin this practice. The items blocking the eyewash were <br /> moved at the time of inspection. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> Page 7 of 10 <br />
