These tubs open. <br /> -The chromic acid (alodine)table in Building 1 near the chromium treatment area was observed containing standing <br /> liquid. According to Mr. Kitagawa, the table is supposed to drain to a nearby tank, but did not appear to be draining. <br /> The table was open topped. <br /> -Liquid was observed accumulated in the secondary containment under the titanium etch tanks. <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately <br /> close these containers, or place these wastes in properly closed containers, and ensure all hazardous waste <br /> containers are closed when not adding or removing waste. <br /> This is a Class II violation. <br /> 407 CCR 66265.17(b), 66265.177 Failed to manage incompatible wastes in containers properly. <br /> The hazardous waste area in the lab was observed with incompatibles stored next to each other. A container of <br /> hazardous waste labeled "no sulfuric acid or hydrogen peroxide"was observed stored on top of a container of <br /> product hyrogen peroxide. A container of hydrogen peroxide marked with a large 'Oxidizer' label was stored with its <br /> pour spout over the top of a container of waste organic propanol. Incompatible wastes shall not be placed in the <br /> same container, or in an unwashed container that previously held an incompatible waste or material. A container <br /> holding a hazardous waste that is incompatible with any waste or other materials transferred or stored nearby in <br /> other containers, piles, open tanks, or surface impoundments shall be separated from the other materials or <br /> protected from them by means of a dike, berm, wall, or other device. Immediately transfer or separate the <br /> incompatible wastes to other containers or separate the containers. <br /> This is a Class II violation. <br /> 408 CCR 66262.34(e)(1)(A) Satellite accumulation container not located near point of generation or under control of <br /> operator. <br /> The satellite accumulation drums of solvent wipes, graphite prepreg, adhesive resins, and other items are removed <br /> by maintenance from the satellite accumulation areas, taken to the maintenance area for compaction, and brought <br /> back to the satellite area, often several hours later according to Mr. Hansen and Mr. Kitagawa. While the drums are <br /> taken by maintenance for compaction, they are not stored at or near the point of generation and not under the <br /> control of the operator of the process generating the waste. To claim satellite accumulation for this waste, it shall be <br /> stored in a container at or near the point of generation and is under the control of the operator of the process <br /> generating the waste. Immediately relocate this waste so that it is at or near the point of generation and is under the <br /> control of the operator of the process generating the waste, or to the hazardous waste storage area. <br /> This is a Class II violation. <br /> Page 8 of 10 <br />
