Two 55 gallon <br /> drums of solvent wipes and chromium contaminated debris were observed in Building 3. Satellite accumulation is <br /> limited to 55 gallons of hazardous waste or one quart of acutely hazardous waste for each process or group of <br /> processes. Immediately make the necessary arrangements to meet these limits or move all waste to the hazardous <br /> waste storage area. <br /> This is a Class II violation. <br /> 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. <br /> Facility does not have a tank assessment for the chromium reduction treatment system tank. The tank assessment <br /> was last certified in 2010. A tank assessment was conducted in 2015, but has not yet been certified by a <br /> professional engineer. According to Mr. Kitagawa, the engineer required corrections be made prior to certifying the <br /> tank assessment, and those corrections have not yet been completed. The owner or operator of a hazardous waste <br /> tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, <br /> registered in California attesting that the system has sufficient structural integrity, is acceptable for the transferring, <br /> storing, and treating of hazardous waste, and that the tanks and containment system are suitably designed. <br /> Immediately have an assessment prepared and certified for the chromium reduction treatment system tank. Submit <br /> a schedule showing when this will be accomplished to the EHD. <br /> This is a Class I violation. <br /> Page 9 of 10 <br />
