Broadway, Stockton Page 4 of 8 <br /> #10 66262.11 CCR — Failed to determine if a waste is a HW. <br /> At the time of both inspections, containers with unknown waste were not <br /> labeled or determined if it is a HW. <br /> ■ Two 55-gallon drums with no label near the former Valley Shingle <br /> roofed-structure. <br /> ■ Twelve 55-gallon drums and one blue polyethylene drum with no label <br /> or improper label immediately outside the repair shop. <br /> ■ An oil drained pan full of used oil, including an oil filter in the pan, was <br /> seen stored beneath a work bench inside the repair shop. <br /> ■ A parts-washer with oily content located inside the repair shop. No <br /> record of the parts-washer's last service was available. <br /> Immediately make determination if a waste is a HW, and if so, properly label and <br /> dispose pursuant to Title 22, and provide documentation to this office within 30 <br /> days of this letter. <br /> #12 66265,31 CCR — Facility not maintained to minimize the release of a <br /> HW <br /> At the time of both inspections, HW containers with no labels, vehicular <br /> fuel tanks, and leaky abandoned machines and machine parts were stored <br /> immediately outside the repair shop, and at two trash piles on unpaved <br /> soil at the site. One trash pile was located near the former Valley Shingle <br /> roofed-structure, and another to the east of the repair shop. Storage of <br /> HW at the site fails to minimize the release of HW to the environment. <br /> Immediately cease this potential release of HW to the environment, and provide <br /> documentation to this office within 30 days of this letter. <br /> #20 66262.34 CCR— Failed to properly label containers of HW. <br /> At the time of both inspections, containers of HW including used oils were <br /> improperly labeled: <br /> ■ Two 55-gallon drums of HW with no label at the trash pile south of the <br /> former Valley Shingle roofed-structure. <br /> ■ Thirteen 55-gallon drums immediately outside the repair shop. The <br /> drums had either no labels, or labels missing required information. <br /> Immediately label all containers of HW and maintain at all times, with minimum <br /> the following information: <br /> 1) Words "Hazardous Waste" 2) Generator name & address <br /> 3) Composition (contents) 4) Physical state <br /> 5) Hazardous properties 6) Accumulation start date <br /> Provide documentation to this office within 30 days of this letter. <br />
