Broadway, Stockton Page 6 of 8 #33 66266.130(c) CCR — Failed to close container w/initial date of accumulation, Label "drained used oil filters' (3) At the time of inspects, two containers of used oil filters immediately outside the repair shop were not properly labeled as "used oil and gasoline filter" with an initial date of accumulation: ■ One covered 55-gallon drum ■ One covered 30-gallon drum Immediately label used oil filter containers with an initial date of accumulation and "drained used oil filters". Please be aware that storage of less than one ton of used oil filters is limited to one year. Provide documentation to this office within 30 days of this letter. #33 66266.130(c) CCR — Failed to retain bill of lading for filters for 3 years (5) At the time of both inspections, a copy of each bill of lading for used oil filters for the last 3 years were not kept at the site. Provide a copy of bill of lading for filters from 2006 to 2008 to this office within 30 days of this letter. #78 66273.33(b) CCR — Failed to store Universal Waste (UW) lamps in a closed container and in a manner that prevents breakage and release to the environment, and failed to immediately clean and containerize any broken lamps. At the time of both inspections, broken and unbroken UW lamps were seen disposed to the environment without any containers, at a location south of the parked truck-trailers and boxed-trailers. Immediately clean up and containerize broken lamps and dispose as HW to a permitted facility, or make HW determination per Title 22 CCR. Immediately handle and store UW lamps in closed containers that would prevent breakage and release to the environment. Provide documentation to this office within 30 days of this letter. #80 66273.33.5(a)(1)(b) CCR— Failed to store a UW electronic device in a manner that prevents release to the environment. At the time of both inspections, electronic devices and stripped machine parts with IC broads, meters, or switches, were seen disposed to the environment at the trash pile south the former Valley Shingle roofed- structure, and at trash pile east of the repair shop. Immediately cease disposal of UW to the environment. Properly handle and store UW electronic devices in a manner that would prevent release of UW
