There are approximately 12 , 900 residents <br /> 4 that live within one mile of the Site. Ground water is <br /> 5 approximately 26 feet below ground surface at the Site. The <br /> 6 residents in the vicinity of the Site and Stockton proper depend <br /> 7 upon the local municipal drinking water supply system and private <br /> 8 wells which utilize local ground water aquifers. The closest <br /> 1 <br /> 9 municipal well is located approximately 2500 feet south of the Site I <br /> 10 at the intersection of Center and Jackson Streets. <br /> i <br /> 11 2 . 5 . 2 . Surrounding Property. The PG&E Site is surrounded by <br /> 12 commercial and residential properties. A major portion of the site <br /> 13 is currently paved. A potential for migration of on-site hazardous <br /> 14 substances exists via dust and vapor routes from unpaved portions of <br /> r <br /> i <br /> 15 the Site and during Site surface disturbances. Exposures. of PG&E <br /> 16 employees on-site and residents and/or employees on adjoining <br /> 17 properties may also occur by these routes. <br /> 18i 2 . 6. Determinations. <br /> 19 2 . 6 . 1. PG&E is a "responsible party" or "liable person" as I <br /> 20 defined by Health and Safety Code Sections 25319 , 25323 .5, 25360, <br /> 21 and 25385. 1 (g) . <br /> 22 2 . 6 . 2 . The Department has determined that there are releases <br /> 23 and/or threatened releases of hazardous substances at or from the <br /> 241 Site to soil and groundwater.
