The RI/FS i <br /> 21Workplan shall contain responses to Department comments on the <br /> previously submitted RI documents, a detailed description of further <br /> 4 I activities proposed, and a schedule for the completion of the <br /> 5 �proposed RI and FS activities. The required RI/FS Workplan shall <br /> 6 address all the portions of the Site described in Paragraph 1. 2 and <br /> 7 any adjacent areas affected by past operations or migration of <br /> 8 hazardous substances from the Site. The RI/FS Workplan shall at a <br /> 9iminimum be based on CERCLA, 42 U.S .C. 9601 et seq. , as amended, the <br /> 10 NCP; 40 CFR Part 300, as amended, and EPA' s "Guidance on Remedial <br /> 11 Investigations and Feasibility Studies Under CERCLA, " dated October, <br /> 12 1988 , as amended, and the Department' s "The California Site <br /> 13MitigationManual" dated May, 1986 , or successor document. The <br /> 14iRI/FS Workplan must meet those requirements and shall be designed to <br /> 15allowPG&E to meet the objectives of Paragraph 3 . 1. 2 and shall, at <br /> 16 a minimum, cover all of the elements described in Paragraph 3 . 1. 3 . <br /> 17 PG&E shall submit the final RI/FS Workplan by August 1, 1991. <br /> 18i 3 . 1. 2 RI/FS Objectives. The objectives of the RI/FS are to: <br /> 19 (a) determine the nature and occurrence of hazardous <br /> 20 substances in air, soil, surface water and ground water at the <br /> 21 site and at offsite areas affected by the Site; <br /> 22i (b) identify all existing and potential migration pathways, <br /> 23 including the direction, rate and dispersion of hazardous <br /> 24 ; substance migration; <br /> 251 (c) determine the magnitude and probability of actual or <br /> 26i' potential harm to public health, safety or welfare or to the <br /> 27 environment posed by the threatened or actual release of <br /> I <br /> I I <br /> CALIFORNIA <br /> iREV. 8•::1 <br />
