Charter Way, Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS 11,or MINOR-Notice to Comply) <br /> 135. The Return to Compliance Certification, the hazardous waste determination for metal fines, and the <br /> disposal manifest for sandblast waste for the response to the January 3, 2011 inspection was not <br /> submitted. A deficiency letter was issued on April 26, 2011 (received by the facility on April 28, 2011). <br /> The operator of the site or facility which receives an inspection report shall submit a written response to <br /> the department or the local officer or agency within 60 days of receipt of the inspection report, or with a <br /> shorter time as the department or local agency requires. This response shall include a statement <br /> documenting the corrective actions that have been or will be taken by the operator. Immediately submit <br /> all necessary follow up paperwork for the 2011 hazardous waste generator inspection to the EHD. <br /> 305. A metal spill container outside the front shop, by the north wall, was observed with standing liquid in <br /> the bottom. All facility communications and alarm systems, fire protection equipment, spill control <br /> equipment, and decontamination equipment, shall be tested and maintained as necessary to assure its <br /> proper operation in time of emergency. Spill containment shall be maintained clean and dry at all times <br /> so as to detect a leak at the earliest opportunity. Immediately remove and properly dispose of all <br /> hazardous waste from the spill container, and maintain all spill containment clean and dry at all times. <br /> 402. A 55 gallon white poly drum of used oil was observed outside the front shop, by the north wall, with <br /> several cracks in the side of the drum. If a container holding hazardous waste is not in good condition <br /> (e.g. severe rusting, apparent structural defects), or it begins to leak, the generator shall transfer the <br /> hazardous waste to a container that is in good condition, or manage the waste in some other way that <br /> complies with Title 22 Hazardous Waste regulations. Immediately transfer the used oil to another <br /> container or manage in another way in accordance with Title 22 regulations. <br /> REPEAT VIOLATION <br /> 404. A metal container of sandblast waste was observed stored in the front shop without a lid. All <br /> hazardous waste containers shall be closed at all times except when adding or removing waste. <br /> Immediately close these containers and ensure all hazardous waste containers are closed when not <br /> adding or removing waste. <br /> REPEAT VIOLATION <br /> 605. Two 55 gallon white poly drums of used oil and a 55 gallon white poly drum of used antifreeze were <br /> observed outside the front shop, by the north wall, with blank hazardous waste labels. A metal container <br /> of sandblast waste and a blue 5 gallon bucket of sandblast waste were observed in the front shop <br /> without labels. Two 55 gallon red steel drums of spent absorbent and oily solids were observed next to <br /> the equipment steam clean area without labels.
