Mamb 1"3 µ a ` Environmental Letter page Z <br />Cleanup Plan Finalized <br />In July 1992, DOE and EPA signed a Record of <br />Decision that finalized the Livermore site cleanup <br />approach. The selected remedy for the contaminated <br />ground water is to extract and treat the water in order to <br />• Prevent any exposure to people. <br />• Prevent further migration of the <br />contaminant plume. <br />• Remove the contaminants and <br />their subsurface sources. <br />The contaminants will be removed from the extracted <br />ground water using one or more of the following: <br />uivaviolct iighvhydrogen peroxide oxidation, granu- <br />lar activated carbon, ion exchange, or air stripping. <br />For contaminated soils above the ground water, the <br />contaminant vapors will be extracted by vacuum - <br />induced venting. The vapors will be passed through a <br />carbon filter to further remove the contaminants. <br />100 <br />Z' <br />CL 80 <br />c <br />0 <br />5 ppb MCL7\ <br />The primary contaminants are trichloroethylene <br />and perchloroethylene, used in the past as clean- <br />ing solvents and degreasers. Fuel hydrocarbons, <br />chromium, lead, and tritium are also being ad- <br />dressed in the cleanup. However, no one is cur- <br />rently being exposed to any of these pollutants. In <br />fact, no one is likely to be exposed for almost 100 <br />years, even if no cleanup action were taken. <br />Figure 1 shows the estimated decline in the total <br />Volatile Organic Compound (VOC) plume over the <br />current cleanup estimate period of 53 years. <br />Tne Record or Decision can be reviewed at the <br />Information Repositories located at the LLINL Visitor <br />Center or the Livermore Public Library. A response to all public <br />comments received on LLNL's proposed cleanup <br />plan is contained in an appendix to that document. u <br />0 <br />43 5C <br />Time (y) <br />Figure 1 Estimated decline in average concentration of total VOCs using the <br />cleanup time estimate from the Feasibility Study. <br />Putting the Cleanup <br />Plan into Action <br />Over the next 3 years, DOE/LLNL will prepare five <br />reports (Remedial Design reports) that detail how the <br />cleanup will be implemented throughout the various <br />affected areas of the Livermore site. This month <br />DOE/LLNL released a workplan and schedule for <br />preparation of those documents. Comments on this <br />workplan (called a Remedial Action Implementation <br />Plan) from the regulatory agencies and the CWG were <br />taken into account prior to its final release. The first <br />Remedial Design report covers the existing treatment <br />facilities (A and B) in the southwest and offsite plume <br />areas. It was released for agency and CWG review last <br />fall. The second design document is due to be released <br />this spring. a <br />
