NARRATIVE OF OBSERVATIONS/DISCUSSION WITH OPERATOR <br />Prior to going out to the facility, I phoned the San Joaquin County Environmental Health Department <br />(SJCEHD). I spoke with Mr. Shih, who is with the Certified Unified Program Agency (CUPA) program. I told Mr. <br />Shih that I would be going out to LLNLS300 on October 28, 2003. 1 explained that this was an unannounced, <br />regularly scheduled Compliance and Evaluation Inspection (CEI). I explained that the focus of the inspection <br />would be the permitted units, however I would be checking a few generator locations as well. We discussed <br />where and when to meet. I told Mr. Shih that I expected to arrive around 8:00 a.m.,October 28, 2003. 1 <br />explained that due to traffic conditions that could be as late as 9:00 a.m, and that he should schedule to be at <br />the badging office by that time. I added that as soon as I exited the freeway I would call him to give him a more <br />exact time for my arrival. Mr. Shih gave me his cell phone number. <br />DTSC (3/95) Page 6 If 12 <br />
