Inspection Report <br />Lawrence Livermore National Laboratories <br />Site 300 <br />Inspection date - October 28 and 29, 2003 <br />waste. This area also has five smaller storage magazines which are used for storage of Form Four HE wastes. <br />Mr. Gallagher, Explosive Waste Technician, is responsible for hazardous waste management activities in this <br />area. <br />Inside Magazine 816, 1 observed ### 55 -gallon, metal drums. The drum storage limit for this facility is 168. All <br />drums were sitting on polyethylene pallets that were designed to catch any spills or leaks that may occur. <br />However, the whole floor is designed as secondary containment. The entries to this area are also bermed to <br />prevent liquids from escaping should a spill onto the floor occur. I observed that the drums were latched with <br />either a self locking ring, or with rings that must be hand bolted to tighten the ring onto the drum. I checked all <br />of the locking and bolted rings and found them to be fitted tightly and fully locked down. <br />Mr. Gallagher explained that he places the drums by date order, with the oldest on the far west side and <br />continues row by row towards the entrance which is on the east side of the building. Mr. Gallagher said that <br />this way it is easier to identify the drums that have been in the facility the longest. I observed that all of the <br />drums were closed. I checked the accumulation storage dates on the labels. I observed that none of the <br />containers had been stored in excess of the one year storage limitation. <br />MAGAZINE 2: <br />Next I inspected the smaller Magazines. These magazines are built into the side of a hill with the infrastructure <br />covered with earth. They are designed to contain potential explosions. There are five magazines, M-1 is used <br />for the storage of supplies, M-3 and M-4 were empty and are used for storage of Form three waste. I did not <br />inspect M-5. According to Mr. Gallagher and Mr. Scott, M-5 held only one container. <br />Magazine two is used to store Form two and Form three waste, which are stored in poly -totes and maintained <br />closed with a locking plastic tie that must be cut in order to open the tote. I observed that all containers were <br />closed and sealed with these plastic ties. I observed that all containers properly labeled with all of the required <br />information. I observed no violations in this area. <br />I reviewed inspection logs for both Magazine 816 and M-2, for details and result of that review see section three <br />of this report. <br />After completing my inspections of M-2, we returned to Magazine 816. 1 observed a spill kit next to the <br />DTSC (3/95) Pave 9 of 12 <br />
